Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that the project will proceed.
Project Description
This project will procure the services of a general contractor to increase and consolidate the academic infrastructure and the support to instruction for the Canadian Forces Leadership and Recruit School at the St-Jean Garrison.
Services Description
The work in this project, may include, but is not necessarily limited to, the required services that will be provided during the tender phase and the construction phase. The project aims to increase the academic capacity and the support to instruction at the St-Jean Garrison, and includes the construction of a new 18 385 m2 building and the renovation of a 150 m2 façade.
The new building will include mostly office spaces, classrooms and training rooms, including a 8000m2 military exercise area (Drill Hall) with no indoor column.
The contractor will also be required to build facilities, including the renovations and all the work on site, the commissioning and the trial required before the user delivery.
The estimated value for the construction/renovation/demolition work is approximately $34 million.
It is anticipated that this procurement will be initiated around the summer 2016 period. This is conditional on the project receiving approval to proceed by DND.
Security requirements
For this contract, Contractor will be required to hold a valid RELIABILITY level security clearance, as well as a Designated Organization Screening (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractor that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
The contractors shall submit requests before February 2nd 2016 and refer to the following information in the request.
- Contract number c.001490; and
- Requested Security level.
The contractor that has been sponsored by the ISP, is in the process of receiving the security clearance or is interested in submitting a bid for this procurement shall send an email to ISP.Sponsorship@dcc-cdc.gc.ca, indicating the following items:
- Firm name
- Contact name
- Security level previously requested for the sponsorship
- Organization number assigned by CISD (if received)
