ADVANCE CONTRACT AWARD NOTICE (ACAN)
- Definition
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

GIS Database support and Data Quality Assurance and Quality Control for 3D modelling Paleozoic bedrock, Southern Ontario
BACKGROUND
ESS (GSC) of NRCAN has a mandate to complete mapping of 30 key Canadian Aquifers. Work in Southern Ontario spans three watershed (aquifer complexes) and involves both surficial and bedrock aquifers.
Southern Ontario is an area of intense land use and conflicting resource exploitation. The shallow Palaeozoic bedrock has prolific aquifers in the Guelph area of the Grand River Watershed. To the southwest the petroleum industry is active in the Lake Erie region and there are numerous reservoirs for oil and gas storage in both salt caverns and reefal formations
Ontario Ministry of Natural Resources and Forestry: The Ontario Ministry of Natural Resources and Forestry is the regulator in Ontario for Petroleum exploration. As part of the resource management MNRF maintains a Petroleum Operations Section in London, Ontario. Petroleum Operations provides governance over Ontario's oil, gas, salt and underground storage industries including policy development and field delivery of licensing, inspection, enforcement and Crown land tenure programs. Petroleum Operations collects and manages well and production data, subsurface geological information and houses a drill sample and core library which is operated in partnership with Ontario’s oil, gas, salt and underground storage industries. Ontario Oil, Gas and Salt Resources Library : The Ontario Oil, Gas and Salt Resources Trust was formed by the Ontario Ministry of Natural Resources and Forestry pursuant to amendments made to the Oil, Gas and Salt Resources Act in 1997. The Ontario Oil Gas and Salt Resources Corporation (Corporation) is an entity established by the Ontario Petroleum Institute (OPI). The Corporation is the “Original Trustee” to a Trust Agreement signed with the Government of Ontario on February 16, 1998 to manage and operate the Ontario Oil, Gas and Salt Resources Library.
Data is acquired by the library through provincial regulations governing companies which drill wells licensed under the Oil, Gas and Salt Resources Act to collect cuttings samples of bedrock from the entire length of the drill hole at 3 metre intervals, and deliver these samples to the Library. Any core recovered from a well is required to be submitted to the Library within one year after the TD date of the well. Well operators are required to submit copies of all reports, geophysical logs, analyses, etc. to the Ministry of Natural Resources and Forestry. Ontario's Oil, Gas & Salt Resources Library is custodian of petroleum well data for Ontario on behalf of Ministry of Natural Resources and Forestry. The Library has authority to add / edit / update data through Trust Agreement with MNRF and sole authority for distribution and sale of MNRF petroleum well data
Deliverable 1. Clipping Files
To constrain the interpolation of stratigraphic surfaces based on well formation top picks a derivative, interpretative dataset is required. As the sole source to the necessary datasets the OGSR library is the contracting point for the development of this dataset. Raster and vector clipping masks will be required on a per formation basis. Quality assurance measures will need to be run on subcrop boundaries.
Deliverable: Shape (ArcInfo) files delimiting stratigraphic formations
Deliverable 2. Database modification, update, and hydrostratigraphic picks.
The current database is designed and hosts primary data and classifications based on the interests of the petroleum industry. There is a need to expand the data structure and content of the database for broader environmental and specifically hydrogeological modelling initiatives. The GSC is working on a three-dimensional geological model that requires this data support.
Deliverable: Formation picks with hydrostratigraphic picks. Data file formats text, dbase, MSAccess

Deliverable 3. GIS support for hydrostratigraphic modelling
The subsurface database maintained by OGSR Library requires enhancements to the spatial accuracy of well surface and subsurface locations in order to ensure that all surfaces derived from the database are made with a reasonable degree of accuracy. GIS tools will be deployed to verify the surface accuracy and run a preliminary checks of subsurface data for any anomalies resulting from the improper input of industry data submitted to MNRF. Not all anomalies can be fixed in this way and therefore a geologist will be required to examine source material in QA-QC-1. Running of preliminary models will be done in an appropriate 3D modeling software such as ArcScene with the potential to use Leapfrog Geo for a limited time to aid in modeling efforts. Updating of subcrop boundaries and clipping masks will be performed as required. A large number of geological formations exist that could be screened and therefore the project will proceed from the near surface to the deep subsurface in order to produce the highest quality data for near surface aquifers first.
Deliverable: GIS files of subcrop boundaries. Files should be in the ArcInfo Shape formats.
Deliverable 4. QA-QC-1
The contract is for the Ontario's Oil, Gas & Salt Resources Library to oversee the QA – QC of selected records within the Ontario MNRF Petroleum database. Work will focus on Quality assurance (QA) review of selected formation tops. This work will contribute to a QA process that has been initiated by Library and MNRF for the areas underlain by the Chatham Sag in southern Ontario. All data enhancements will be integrated into the primary database holding of MNRF by the library. Work will involve a set of geological picks that have been quality checked by professional geologists using gamma ray logs and / or geological samples (well cuttings). Anomalous formation tops of the Devonian period will be picked along with initial picks of select major horizons: Bass Islands, Guelph, Queenston, Eau Claire, Precambrian.
Deliverable: Provide new formation picks and hydrostratigraphic classes. Files should be in a text, dbase, or MSAccess format

The contract is for the Ontario's Oil, Gas & Salt Resources Library to oversee the QA – QC of selected records within the Ontario MNR Petroleum database. Work will focus on Quality assurance (QA) review of selected formation tops. This work will contribute to a QA process that has been initiated by Library and MNR for the areas underlain by the Chatham Sag in southern Ontario. All data enhancements will be integrated into the primary database holding of MNR by the library. Anomalous formation tops will be picked from G unit to Precambrian; formations for select major time breaks will be reviewed and further refine: top of bedrock, Bass Islands, Guelph, Queenston, Eau Claire, Precambrian.
Deliverable: Provide new formation picks and hydrostratigraphic classes. Files should be in a text, dbase, or MSAccess format.

Exception to the Government Contracts Regulations and applicable trade agreements
In accordance with the Government Contract Regulations (GCR) exception, Part 1, Section 6, (d) only one person or firm is capable of performing the contract.
Under the Oil, Gas and Salt Resources Act, section 16, the Oil, Gas and Salt Resources Trust was created to manage all information relating to oil, gas and salt resources in Ontario. This established the Ontario Oil, Gas and Salt Resources Library (OGSR Library). As the trustee, the OGSR Library is the only access point for the collection and distribution of oil, gas and salt data in Ontario. All data held in trust by OGSR Library maintains its Crown copyright and therefore the Crown has use of the IP.
Through the Oil, Gas and Salt Resources trust agreement the Oil, Gas and Salt Resources Corporation (OGSR Library) is the trustee of all data related to oil, gas and salt operations in Ontario. Access to the data and upgrades to the data, for example reclassification of stratigraphic picks, upgrades to data content, e.g. hydrostratigraphic classifications, can only be done through the OGSR Library.
Section 16 of the Oil, Gas and Salt Resources Act establishes the Oil, Gas & Salt Resources Corporation as the manager of oil, gas and salt related data. This data represents the bulk of what is known about the Palaeozoic bedrock of Ontario. Article 8 of the Oil, Gas and Salt Resources Trust agreement establishes that the trustee assumes the responsibility for the distribution of this data, which is done via the Oil, Gas and Salt Resources Library. Data licenced from the library is not available for redistribution but can be used in derivative interpretations that can be released to the public, for example a three dimensional geological model.
