DESCRIPTION OF REQUIREMENT:
Work Stream 1: Internal Audit Services
The overall objective of this contract is to ensure appropriate controls are in place for pay administration mitigating risks related to pay accuracy and timeliness as well as related financial management considerations in order to support Deputy Minister accountability for human resources and financial management within the Department.
In support of this overarching objective, the work is to:
- Develop and document the ESDC pay administration control framework which will set out accountabilities and an approach for controls and monitoring across ESDC stakeholders post implementation of Phoenix and the transfer of pay activities to Public Works and Government Services Canada (PWGSC)/Miramichi; and
- Identify any significant gaps/risks associated with the PWGSC pay administration control framework in ensuring a robust end to end, pay administration control framework for ESDC.
