    This Request for Standing Offer is extended until February 8th, 2016, 2pm.

    This bid solicitation cancels and supersedes previous bid solicitation number 100002442 dated July 30, 2015 with a closing of September 22, 2015 at 02:00pm.

    PROJECT TITLE

    Language training services in French and English as a second language for the National Capital Region (1), English as a second language for the Province of Quebec (2) and English as a second language for the Greater Montreal Region (3).

    SCOPE OF WORK

    College@ESDC (hereinafter called the College) needs language training services in French and English “on request” to meet the objectives indicated by the employees in their learning plan. Employees who work in the National Capital Region and the Quebec Region are targeted. The chosen service providers will have to offer evaluation, teaching and guidance services and preparatory courses for Federal Public Service language tests. Full-time or part-time group or individual training will be held in the service provider’s classroom, or at ESDC, or by distance education.

    EVALUATION CRITERIA

    The mandatory criteria and the Point rated criteria are available in the Request for Standing Offers (RFSO).

    SELECTION METHOD

    To be declared admissible, a bid must a) comply with all the requirements of the Bid Solicitation, b) satisfy all the mandatory criteria, and c) meet the minimum score identified in the RFSO. The selection will be made according to the highest combined rating of technical merit and price. A proportion of 60% will be awarded to technical merit and a proportion of 40% will be awarded to price.

    TERM OF THE CONTRACT AND OPTIONS

    The initial agreement will have a term of one year from the effective date of the standing offers. ESDC reserves the right to exercise four (4) irrevocable one (1) year extension options.
