Advance Contract Award Notice (ACAN) for a North American Natural Gas Pipeline Flow, Production, Storage and Consumption Database, Supply Forecast, Supply Model Service and LNG Import Data
The National Energy Board (NEB) has identified a requirement for a North American natural gas pipeline flow, production, storage and consumption database, supply forecast and supply model service, and LNG import data. This data, forecast and models would allow the NEB to continue with its data-processing work, energy modelling and publishing of production estimates in the Energy Futures report, annual outlook for natural gas deliverability, and to perform other analyses for publication and for internal NEB use.
1. Purpose of the ACAN
The purpose of this ACAN is to provide public notice indicating to the supplier community that NEB intends to award a contract for these services to PointLogic Energy. Before awarding the contract however, the government would like to allow other potential suppliers to signal their interest in bidding and demonstrate they are capable of satisfying the requirements by submitting a Statement of Capabilities within the 15 calendar day posting period.
If no other potential supplier submits a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Rights of suppliers
Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes.

4. Definition of the requirement or Expected Results
National Energy Board requires access for a minimum one year period to North American natural gas pipeline flow, production, storage and consumption database, supply forecast and supply model service, and LNG import data.
5. Minimum requirements
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities, ability to provide a service that has, but is not limited, to the following characteristics applicable to U.S., Canada and Mexico:

- Pipeline Flow Module including historical daily and monthly pipeline flows by system, state or market area, Canadian exports to the US, Mexican imports from the US, LNG imports, pipeline notices, capacity contracts and pipeline projects.
- Supply Module with historical database of monthly North American regional production, production by company for the Top 20 producers by region, and Gulf of Mexico production. To enable wells with similar geological and producing characteristics to be assessed, supply data must be segregated into over 90 separate play groupings on the basis of geographic region and supply type.
- Storage Module with daily, weekly, monthly and historical data for natural gas storage in the Lower 48 states, estimates of net weekly storage injection and withdrawal activity, projection of working gas storage injections and withdrawals based on pipeline flow data, and a detailed map of storage volumes in each area.
- Electric Power Module with daily natural gas consumption by power plant, by region in the Lower 48 states. Volumes for 15 regions able to be indicated by receipt graphs, maps and data sheets along with a weekly summary.
- Markets Module that includes a Daily Market Report and provides daily, weekly and monthly natural gas consumption data for 14 different regions for the natural gas being consumed by electric power plants, industrial plants, local distribution companies, residential and commercial customers.
- Regional Module that includes U.S. state-to-state pipeline throughput volumes for every interstate system with inflow and outflow volumes by default regions or user-customized regions.
- Models Package that includes a Gas Forecast Model, Break-even Economic Model and Monthly Shale Forecast Model. Access to the Models would allow the NEB to develop their own deliverability projection or check the sensitivity to drilling activity by changing the schedule of wells in the model.
- Any reasonably sized search lists and their associated pipeline flow and production data must be exportable to other windows-based systems for manipulation, such as Excel and Access.
- Able to operate on the NEB's standard information technology platforms, including Windows 7 (32-bit and 64-bit) desktops, Windows 2003 and Windows 2008 file servers, Windows 2008 print servers, Microsoft lIS web servers, and SQL servers 2005 and 2008
6. Reason for non-competitive award
The contractor is the exclusive owner of the proprietary information available in the database and in the reporting functions. They are the only company who is able to provide access to the database source and reporting functions in one package.
The NEB has used services of the identified service provider in the past and has found that their systems and data are directly compatible with that of the NEB’s requirements.

The Contractor remains the owner of all IP
9. Period of the proposed contract
The contract period shall be 52 weeks from date of contract award with one (1) one-year option year for 2017-2018 by the NEB under the same terms and conditions.
10. Estimated value of the proposed contract
The estimated value of the contract is $ 57,210 (USD) per year (GST/HST extra if applicable).
11. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is January 11, 2016 at 2 p. m. MDT.
