This requirement is open only to those Supply Arrangement Holders under E60ZN-15TSPS who qualified under Tier 1, Business Consulting/Change Management Stream – Business Analyst.

This requirement is open only to those invited TSPS Supply Arrangement Holders who qualified under the stream for: Change Management Consultant, Level 3.

The following SA Holders have been invited to submit a proposal.

Description of the requirement:

The Health Products and Food Branch (HPFB) has invested in several investment projects over the last few years in order to manage the health-related risks and benefits of health products for Canadians. HPFB plans to continue investing in such projects and requires several experienced Business Analysts to help support the development and implementation (e.g. defining critical project success factors, determining issues related to policy, and assessing risk factors to support impact analyses) of Investment Plan Projects under the Treasury Board’s Stage-Gate Project Management Model.

Security Requirement:

The following security requirement (SRCL and related clauses) applies and form part of the Contract:

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABLITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by CISD/PWGSC.
3. The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:

1. Security Requirements Check List and security guide (if applicable), attached at Annex C;
2. Industrial Security Manual (Latest Edition).

NOTE: Please be advised that the minimum Level of Security required for each resource is Reliability.

Proposed period of contract:

The proposed period of contract shall be from Contract Award to 2019 (3 year period) on an as and when required basis.
