Requirements Definition:
The National Research Council of Canada (NRC) intends to award a development fixed firm price contract on a sole source basis to Bohemia Interactive Simulations Inc., 3050 Technology Parkway, Suite 110, Orlando, FL, 32826 for Virtual Battle Space (VBS) Software Development in support for the development of officers of the watch training technology for the Royal Canadian Navy (RCN). The software development will showcase the benefits of serious games in an adaptive training environment. The estimated value for this procurement is $100,000 CAN.
The Canadian Department of National Defense has previously awarded an enterprise license contract to Bohemia Interactive Simulations Inc. and has maintained a software maintenance contract. These licenses are available to the Royal Canadian Navy (RCN) at no additional cost.
The proposed contract action is to procure Royal Canadian Navy (RCN) specific software development packages for VBS and to procure plugin software and integration services for the current VBS software utilized on DND training systems that are resident throughout Canada. Anticipated VBS development efforts include voice recognition, after action review enhancements, Navy specific realistic physics, and shipboard operations and instruments.
Intellectual property:
This contract does not involve any intellectual property.
Contract term:
The contract term is for three months from the date of the contract start date.

Sole source justification:
The DND has an enterprise license for the distribution of the compiled executable VBS files for Canadian DND purposes but has no distribution rights to the source code. As the developer and proprietary owner of the gaming engine and software, Bohemia is the only entity that can license the use of VBS and therefore VBS cannot be leveraged or modified by other contractors to support the requirements. It is the Government's belief that only one source is capable to meet the National Research Council Canada (NRC) / Royal Canadian Navy (RCN) requirements, and no other supplies or services will satisfy the requirement.
