    Description

    1. Requirement Summary

    The objective of the work is to establish and conduct a review of a sample of the 800 NCPS funded projects to determine the extent to which projects have been sustained beyond funding. The following research questions should guide the Contractor:

    1. To what extent have funded projects been sustained beyond project funding?
    2. What types of stakeholders (i.e. NGO’s, Province, Territories) are implementing NCPS funded approaches beyond project funding?
    3. What aspects of the project have been sustained?
    4. What are some of the key factors that contribute or decrease the potential for the sustainability of effective practices and systems?
    5. What mechanisms have been successful at contributing to project sustainability?
    6. How has impact evaluation contributed to potential sustainability of projects and effective practices?
    7. What are some recommended dissemination strategies to enhance sustainability?

    2. Deliverables

    1. Work Plan
    2. Research Approach (including systematic research questions, sampling framework, selected NCPS projects and the survey/online tool)
    3. Progress report
    4. Draft report (including case studies, database and recommendations)
    5. Final report and database
    6. Draft presentation

    3. Period of Work

    The period of the Contract is from date of contract award to December 31, 2016.

    4. Evaluation Process and Selection Methodology

    Basis of selection – Highest combined score of technical points (70%) and financial points (30%). Detailed in the RFP

    5. Enquiries – solicitation stage

    All enquiries must be submitted in writing to the Contracting Authority no later than 5 calendar days before the bid closing date. Enquiries received after that time may not be answered.

    Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.

    It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.

    A request for a time extension to the bid closing date will be considered provided it is received in writing by the PS Contracting Authority at least five (5) working days before the closing date shown on page 1 of this RFP document. The request, if granted, will be communicated by www.BuyandSell.gc.ca at least two (2) working days before the closing, showing the revised closing date. The request, if rejected, will be directed to the originator at least three (3) working days before the closing date by the PS Contracting Authority.
