ADVANCE CONTRACT AWARD NOTICE (ACAN)
Definition
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
Definition of Requirements
The objective of this work is to provide NRCan with:
- The opportunity to make Canadian and USA utilities aware of CanmetENERGY abilities and the services we can provide.
- Direct access to technical experts in power utilities across Canada and the USA when there are questions that arise within the department about power generation systems. Some of this is supplied to policy related groups within the department.
- Opportunities to hear utility plans and concerns before these issues ever become public knowledge. This information is used within our planning processes.
- Direction on power generation R&D direction for the department.
- Seminars where attendees get training and information on power generation industry trends.
- Access to reports from cooperative research reports.
- Opportunity to attend tours of plants and operations that are of interest to the power generation industry where participants can see first-hand developments within that sector.

Title to Intellectual property
The contract will not result in the development of any intellectual property.
Contract Period
From date of award to December 31st 2018
Estimated Cost
Total cost of contract is estimate to be $28,950.00 excluding HST ($9,650.00 per year for a total of 3 years).
Exception to the Government Contracts Regulations and applicable trade agreements
In accordance with the Government Contract Regulations (GCR) exception, Part 1, Section 6, (d) only one person or firm is capable of performing the contract.
- Only one person/firm is capable of performing the work.
- CEATI is the only organization of Canadian and electric
Utilities that provide regular supply of technical information in this area based on cost shared R&D projects. CEATI is the only cooperative R&D organization the electric utilities use to do collaborative R&D projects. Therefore there is no other way to acquire information on the R&D work carried out by power generation utilities.

"Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements."
