Description
The National Capital Commission (NCC) has a requirement for the purchase of thirty (30) solar bollards. The purpose of this Advance Contract Award Notice (ACAN) is to signal the NCC’s intention to award a contract to First Light Technologies located in Victoria, BC for:
- First Light model # PLB-102-BK-SYM-43K-04 (symmetrical minimum 2 meter radius (quantity 6))
- First Light model # PLB-102-BK-ASM-43K-04 (asymmetrical minimum 3 meter radius (quantity 24))
Before awarding a contract, however, the NCC provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen (15) calendar day posting period. If other potential suppliers submit statements of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the NCC will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the following minimum essential requirements:
Statements of capabilities submitted by suppliers must:
a. Be provided in writing within the specified timeframe as indicated on the ACAN; and
b. Include documentation that clearly demonstrates that the supplier meets the requirements as set out in the Notice.
Minimum Essential Requirements of the Statement of Capabilities
Design:
Sleek, simple, bollard with a down-lighting array of LED bulbs matching the aesthetically pleasing integrated solar panel cap as per attached product example drawing. Two types of bollard models are required:
• symmetrical minimum 2 meter radius (quantity 6))
• asymmetrical minimum 3 meter radius (quantity 24))
Delivery:
No later than March 31, 2016
Bollard:
.1 Aluminum bollard with integrated solar/LED lighting system
.2 High strength mounting plate and stainless steel fasteners
.3 Black Powder coated finish
.4 900mm tall, 150mm diameter
Solar Module:
.1 Integrated into the bollard housing
.2 High impact and UV resistant
.3 High-efficiency mono-crystalline cells
.4 Used for day/night detection (no photocell required)
Energy Management System:
.1 Integrated into the bollard housing
.2 Automatically manage lighting performance based on environmental conditions and lighting requirements.
.3 Include high-efficiency LED driver
Battery:
.1 Contained within bollard post
.2 Simple battery changes when required
.3 Pure lead, spiral wound, absorbed glass mat
.4 Superior cyclic performance and high temperature tolerance
LEDs and Optics:
.1 Min. 160 lumen output
.2 Min. 50,000 hour L70 lifetime
.3 Neutral (4300K) colour temperature
.4 Distribution:
.1 Type 1: Symmetrical min. 2m radius (see attached drawing)
.2 Type 2: Asymmetrical min. 3m radius (see attached drawing)
Programmed Factory Settings:
.1 The bollards must be programmable: ie. on at dusk, dim to approximately 30% after a few hours (ie. 5) , on approximately 1 hour before dawn etc.

This requirement falls within the exemptions under the Agreement on Internal Trade (AIT), Chapter 5, Article 506, items 12 (a) …to recognize patent rights…, and, (b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
The procurement process for this requirement is subject to Chapter 5 of the Agreement on Internal Trade (AIT).
