Translation Services

1. Objective

The objective of this Request for Proposal (RFP) is to issue one (1) or more contracts on an as when required basis for the provision of translation services for the Courts Administration Service (CAS).

2 Deliverables

CAS requires translation services for translation of documents that are administrative and/or legal in nature. The Contractor will be required to cover the following four (4) streams:

Stream A:

Translation or revision of legal documents

Canadian English to Canadian French

Approximately 55% of the volume

Stream B:

Translation or revision of legal documents

Canadian French to Canadian English

Approximately 24% of the volume

Stream C:

Translation or revision of administrative documents

Canadian English to Canadian French

Approximately 16% of the volume

Stream D:

Translation or revision of administrative documents

Canadian French to Canadian English

Approximately 5% of the volume

3. Period of Work

The work is to be performed from date of issue of any resulting Contract to March 31, 2017. The Bidder grants to Canada the irrevocable option to extend the term of the Contract by up to one (1) additional one (1) year period under the same conditions.

4. Evaluation Process and Selection Methodology

Basis of selection – Highest Combined Rating of Technical Merit ( 70% ) and Price ( 30% )

The Contracting Authority is responsible for all matters of a contractual nature.

6. Enquiries - solicitation stage

All enquiries or issues concerning this procurement must be submitted in writing to the Contracting Authority named as early as possible within the bidding period.

Enquiries and issues must be received by the Contracting Authority no later than five (5) calendar days prior to the bid closing date specified on the cover page or this RFP document to allow sufficient time to provide a response. Enquiries or issues received after that time may not be able to be answered prior to the bid closing date.

7. Intellectual Property

The intellectual property shall vest with Canada under the following exception:

(6.5) where the material developed or produced consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software.
