1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
The proposed event will promote Canada’s clean technology and innovation sector to a domestic and international audience of public and private sector leaders. They will also raise awareness of the Extractive Sector Transparency Measures Act, climate financing networks and the benefits of using wood in tall structures. Further, participation at the exposition center will promote NRCan and the Government of Canada’s role in clean innovation.
- The conference organizers will provide rooms, logistical support, promotion and advertising for seven separate events.
- The conference will have an exhibition floor, with space for an approximately 1,500 square foot Government of Canada pavilion.
- The conference will host press releases.
- The conference will have a digital networking platform and the audience necessary to promote bilateral meetings between private and public sector leaders.
3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
a) Experience: The provider must have a minimum of 10 years of experience hosting clean innovation focused conferences, with events held during at least 5 of the last 10 years.
b) The provider must be offering such a conference with expected attendance by at least 1,500 delegates, from at least 25 countries with at least 150 companies providing exhibitions.
c) In light of the Government of Canada’s commitment to promote clean technology and innovation, the conference must be held in Canada before June 1st 2016.
4. Trade Agreements
This procurement is subject to the following trade agreement(s):
North America Free Trade Agreement (NAFTA); Canada/Chile; Canada/Columbia and Canada/Panama.
5. Justification for the Pre-Identified Supplier
We intend to deal directly with the supplier mentioned in section 10 below as, it is the only known supplier that meets the mandatory criteria set out in section 3 above.
Note: Natural Resources Canada is not obligated to award a contract in view of this current intention.
The GLOBE Conference is the largest event of its kind in Canada and is held once every two years. More than 1,600 delegates from up to 50countries are expected, with 250 companies providing exhibitions.
The GLOBE Series has over 25 years of experience hosting conferences and holds a conference once every two years.
The GLOBE Series has the logistical capacity to host and promote multiple events and sessions on the same day.
The GLOBE Conference is taking place in Canada in March of 2016. It will provide a platform to speak to a domestic audience on the importance of innovation and clean technology.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
6. Exception to the Government Contracts Regulations and applicable trade agreements
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work”.
The identified provider, The Globe Series, is the only one able to meet all of the criteria identified in paragraph 3 above.
7. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the: North American Free Trade Agreement (NAFTA): Article 1016, 2, b)
8. Contract Period
The contract period will be from Contract Award date to March 7, 2016
9. Estimated Cost
The estimated maximum value of the contract is $98 000.00 CAD inclusive.

11. Suppliers’ right to submit a statement of capabilities
“Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.”
12. Closing Date
The closing date for a submission of a Statement of Capabilities is February 16, 2016 at 14:00 Eastern Standard Time.
