the Communication Towers Program, DJSCS Nationwide Towers and supporting Infrastructure
(with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential Standing Offer for New Design and advance notice for the Implementation phase of tower rehabilitation and/or new tower construction projects with anticipated security requirements to provide interested consultants and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this Standing Offer and/or Implementation Phase will proceed.
Description of the standing offer
The consultant is to conduct stand-alone design work for DJSCS’s new Communication Towers or Towers that need to be replaced including any associated buildings, structures, services and facilities at various locations (Nationwide on Canadian Forces bases, wings and federal establishments in all Provinces and Territories including permafrost zones). Conduct Radio Frequency Surveys, Geotechnical and Topographic surveys to verify suitability of antenna location, recommended height, and type of its foundation. Conduct multi-disciplinary Engineering Design, option analysis and life cycle costing with complete design of foundations, superstructures and associated structures or/and duct work including any related civil and electromechanical components for new and existing antennas’ towers. The Consultant is to provide support during tender and construction phases of this National Program.
Description of the implementation phase projects
The construction of new communication tower/s, foundation systems, and supporting structures for the DJSCS, rehabilitation of towers, or replacement projects; including any associated buildings, services and facilities at a various locations (Nationwide on Canadian Forces bases, wings and federal establishments in all Provinces and Territories including permafrost zones).
Description of the Services for the standing offer
The Engineering services that will be required for this program to include but not limited to the following:
- Site visits, investigation, measurements and surveys;
- Identification of soil, rock, Permafrost and ground water conditions existing on the sites, and to conduct complete seismic analysis, to obtain adequate geotechnical information to support the design of foundations for the proposed antenna tower/s;
- Conduct Radio Frequency (RF) survey and verify suitability of antenna orientation and tower location and height;
- Conduct complete Structural analysis and design of the super and sub structures (including 3-D modeling) with full set of construction drawings and specifications;
- Design of the site civil components (grading, fence and gates, trenches and ducts, access roads and culverts ...etc.);
- Design of the tower and site electrical components including electromechanical pathways (trenches and ducts) for all electrical and communication cables, as required;
- Provision of especially qualified Permafrost technicians/Engineers (as per Nunavut & NWT Engineering, Geological and Geophysical Professions Acts), abiding by all regulations related to “working at heights” and the Development of a comprehensive H&S Plan;
- Provide, manage and coordinate all consultant team members for the on-site and/or Design work as identified in the scope of each call up;
- Conduct related technical studies with reporting such as option analysis, cost estimates, earned value analysis, Life Cycle costing, risk analysis, schedules and management plans, as required;
- Validation of the Infrastructure Design Requirements, and Development of Concept Options,
- Development of complete tender ready construction documents package with specifications of the selected concept/s;
- Provide assistance to DCC and DND during tender phase, and during Construction Phase including Quality Verification Engineering, in-situ tests and load testing, and
- Provide summary report(s) of findings
It is anticipated that the Design call-ups under this Standing Offer are to be valued between $40,000 to $65,000, and the maximum value of design call-up to be $300,000. It is anticipated that the Standing Offer will be established in summer 2016 for an anticipated period between 2 to 5 years and anticipated value up to $1,000,000 per year. This is conditional on the Standing Offer receiving approval to proceed by the DND.
Description of the Services for the implementation phase projects
The implementation phase projects that will be required for this program are to include but not limited to the following:
- Construction of foundations for the proposed antenna tower/s (new, rehabilitation, or replacement projects) at various nationwide locations
- Erection and installation of new communication towers at various nationwide locations
- Construction or replacement of any tower associated buildings, structures, services and facilities including site civil components and any related electromechanical work
- Abiding by all regulations related to “working at heights” and the Development of a comprehensive H&S Plans
- Mobilization and demobilization of equipment, material and personnel to various nationwide locations including remote sites and Canadian Arctic
It is anticipated that the implementation phase projects are estimated to be between $100k to $800k. The total program value can not be identified at the present time. This is conditional on the projects receiving approval to proceed by the DND. It is anticipated that the implementation phase projects will be established starting summer 2016.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-Consultants and Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants and Contractors are asked to submit their request prior to March 22, 2016 quoting the following information:
- Contract number COMMTWR; and
- Level of clearance requested to be sponsored for.
Consultant and Contractors that have been sponsored through the ISP, that are in the process of obtaining their clearance and that are interested in these future possible requirements are to send an email to Julie Demers indicating:
