Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants/contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
Real Property Operations (RP Ops) North is responsible for operation and maintenance of approximately 680 buildings and structures accommodating Northern Operations. These buildings are located throughout the Canadian North. The services to be provided under this program may include, but is not limited to: investigations, studies, multidisciplinary Architectural and Engineering Consultant Services as well as repair, maintenance, construction and environmental assessments/surveys.

- Rankin Inlet (NU)
- Yellowknife (NWT)
- Iqaluit (NU)
- Resolute Bay (NU)
- Alert (NU)
- BAR-2 (Shingle Point, YT)
- CAM-M (Cambridge Bay, NU)
- CAM-3 (Shepherd Bay, NU)
- DYE-M (Cape Dyer, NU)
- FOX-3 (Dewar Lakes, NU)
- LAB-2 (Saglek, NL)
- LAB-6 (Cartwright, NL)
- PIN-M (Cape Parry, (NWT)
- Whitehorse (YT)
Description of the Services
The program will consist of projects that may include, but not be limited to the following:
- Mechanical Engineering: Power Generation and UPS, Fuel Storage and Distribution/Pumping, Plumbing, HVAC
- Electrical Engineering: power distribution including distribution panels, power panels, transformer, lighting, low voltage cabling and Intrusion Alarm /access control
- Architectural services: Building Envelop, Roofing, Window/glazing, Insulation
- Fire protection and Life Safety: Strategic and Technical Advice or Guidance, Engineering surveys, Fire Investigation, Fire Safety Plan Review, Compliance Monitoring Inspection and Engineering Assessment, Design for replacement, modifications & new systems
- Civil and Geotechnical (including permafrost): Survey (including Land Surveying and Construction), Geotechnical investigation, roads, buildings, bridges, water diversion, earthworks, Airstrip maintenance and resurfacing (aprons, taxiways, runways).
- Structural (including permafrost): Towers, Footings/Foundations, Buildings, Analysis
- Marine Engineering (Marine Structures)
- Geological services: Slope Stability Assessment, Landfill Stability, Geotechnical support
- Commission services
- Environmental services: Sampling, Monitoring, Testing, Water, Wastewater, Hazmat Surveys, Environmental Assessments, Surveys, Environmental Risk Assessments, Remediation
- Cost Estimating
Overall program value is estimated to be in the order of $55,000,000 over the next five (5) years, with the majority of projects to be between $100,000 to $1,000,000.
It is anticipated that these procurements, associated with this program, will start in Summer 2016. This is conditional on the projects receiving approval to proceed by the DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting possible future procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
