    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    Building BM203, a vacated building, was built in 1972. The project is to renovate 2,981 square meters of the vacated single story building BM203 (which will include a new 273 square meters vehicle wash bay) in order to relocate and consolidate all administrative and non-explosive light industrial support-services to the Canadian Forces Ammunition Depot Bedford.

    Description of the Services

    The scope of services includes, but not limited to, a complete environmental remediation, demolition of all internal fixtures, fittings and building components, the installation of new building components such as a roof, windows, building operating systems (heating, cooling, electrical) as well as the design and construction of occupant fit-up space and the construction of a new vehicle wash bay. The work will also include parking of 112 vehicles and 4 seasonal equipment vehicles plus associated site development work and landscaping.

    The estimated construction cost for this project is in the order of $15,000,000.

    It is anticipated that this procurement will be initiated in Winter 2017. This is conditional on the project receiving approval to proceed by the DND.

    Security Requirements

    Contractors and Sub-Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Contractors and Sub-contractors personnel will also be required to hold a valid personnel security screening at the level of RELIABILITY STATUS or SECRET as required, granted or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC)

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in this future potential procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to March 22, 2016 quoting the following information:

    • Contract number IE100213; and
    • Level of clearance requested to be sponsored for.

    Contractors that have been sponsored through the ISP, that are in the process of obtaining their clearance and that are interested in this future potential procurement are to send an email to contact person indicating:

    • Name of the firm
    • Contact person
    • Level of clearance previously requested to be sponsored for
    • Organization number assigned by CISD (if received)
