Road Construction Flag Training
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service of Canada - CORCAN must provide “Signaleur de chantier routier [road construction flag person]” training recognized by the Ministère des Transports du Québec (Quebec Provincial Ministry of Transportation) to its offender population in the Quebec Region. This training cannot be offered on line. The work will involve the following:
- Objectives:
The Contractor will ensure that CORCAN can provide offenders with training, and train operators in keeping with the requirements of specified standards.
1.2 Tasks and deliverables:
- Provide a DVD containing training in English and French;
- Provide training to CORCAN trainers to qualify them to provide the training to offenders;
- Provide examinations for participants;
- Correct participants’ examinations;
- Send competency cards to participants; and
- Provide competency cards in English by August 31, 2016.
1.3.1 Location of work:
a. The Contractor must perform the work at its workplace. The Contractor will provide the training to the operator by telephone or teleconference, and provide the documentation via e-mail.
b. Travel
No travel is anticipated for performance of the work under this contract. Any additional cost will not be reimbursed by CORCAN.
1.3.2 Language of work:
The Contractor must perform all work in French, and training in both official languages.
1.3.3 Security requirements
There are no security requirements associated with this contract.
1.3.4 Paper consumption
- Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project authority.
- The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
- The Contractor must recycle the documents.
2. Minimum essential requirements
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- The Contractor must provide “Signaleur de chantier routier [road construction flag person]” training recognized by the Ministère des Transports du Québec [Quebec Provincial Ministry of Transportation].
3. Applicability of trade agreements to the procurement:
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business:
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claim Agreement(s):
This procurement is not subject to any Comprehensive Land Claim Agreement.
6. Justification for the Pre-Identified Supplier:
The supplier is the only organization able to provide the training required by the ministère des Transports du Québec.
7. Government Contracts Regulations Exception(s):
Only one person is capable of performing the work.
8. Exclusions and/or Limited Tendering Reasons:
This procurement is not subject to any trade agreement.
9. Ownership of intellectual property:
Ownership of any intellectual property resulting from the proposed contract will vest in the Contractor.
10. Period of the proposed contract or delivery date:
The proposed contract period will begin on the date the contract is awarded and end on August 31, 2016.
11. Estimated cost of the proposed contract:
The estimated value of the contract, including all options, is $68,400.00 (plus applicable taxes).

13. Suppliers' right to submit a statement of capabilities:
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
14. Closing date and time for submitting statements of capabilities:
The closing date and time for accepting statements of capabilities is March 3, 2016 at 2:00 p.m. (EST).
