    For: Agriculture and Agri-Food Canada (AAFC)

    An Advance Contract Award Notice (ACAN) is a notification through the open bidding methodology of the intent to award a directed contract.
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statements of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.
    If other potential suppliers submit Statements of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

    Applicability of trade agreements and other obligations:

    The resulting contract will not be subject to any trade agreements or other obligations.

    Objective of the ACAN:

    Provide quarterly and annual preventive maintenance service for a two circuit 290 TON SMARDT Chiller over a period of five consecutive years at AAFC Fredericton Research and Development Centre. Warranty includes unplanned maintenance resulting from pre-mature component failure and a flange to flange warranty for a period of five years from equipment start-up date.

    Statement of Work: rly Inspections to be performed:

    Chiller Compressor

    • Inspect for any mechanical damage to compressors
    • Perform vibration analysis of mechanical components
    • Inspect and test main power supply
    • Perform tightness & secureness (T&S) test on main power supply terminals
    • Perform electrical connections hotspots / discoloration test
    • Measure amperages against design specs. Adjust/Calibrate if necessary
    • Measure DC bus voltage against design specs.
    • Test communication cables for secured and tight connections
    • Inspect physical condition of exposed printed circuit boards (PCBs)
    • Inspect and clean all PCB's for dust build up and corrosion
    • Download all compressor fault and event logs.
    • Perform trend analysis or engage factory for analysis if necessary
    • Calibrate all compressor suction and discharge Pressure/Temperature sensors
    • Perform ice bath test where necessary
    • Ensure all compressor IGV's are operational and functioning properly
    • Ensure compressor safeties are functional (HP, LP, Low temp cutout)

    Chiller Controls

    • Perform function tests on chiller controller and touch panel operation
    • Measure control voltages against design spec
    • Inspect and clean control I/O PCB
    • Perform T&S test all control terminals
    • Ensure all control cabinet heating/cooling fans are operating within normal range
    • Measure and compare power on primary and secondary of control transformer against
    • design spec
    • Perform chiller operation and control sequence and verify normal functions
    • Download chiller controller event / data logs and settings
    • Perform trend analysis or engage factory for analysis if necessary

    Chiller Vessel & Electrical

    • Leak check chiller with electronic leak detector
    • Visually inspect refrigerant level using evaporator site glass and motor cooling site glass
    • Visually inspect motor cooling line hoses for any signs of cracking
    • Check operation of electronic level sensor and calibrate if necessary
    • Perform function test on electronic expansion valves
    • Calibrate water temperature sensors (perform ice bath test if necessary)
    • Check evaporator approach and confirm against design specs
    • Check Condenser approach and confirm against design specs
    • Inspect evaporator and condenser water flow devices
    • Perform function tests as required
    • Inspect main disconnect and chiller power terminals and line reactors
    • Inspect heat trace is operational (if provided)
    • Visually inspect chiller for loose cables, paint issues, insulation wear, etc.
    • Repair as necessary or submit IR for repair on next inspection
    • Using refractometer, verify glycol percentage per specification (if chiller required glycol).

    Annual Inspections to be performed:

    Condenser Tube Brushing

    • Drain Condenser
    • Brush Condenser tubes
    • Install new condenser gasket
    • Place chiller back in operation

    Chiller Compressor

    • Perform Quarterly Inspection

    Chiller Controls

    • Perform Quarterly Inspection

    Chiller Vessel and Electrical

    • Perform Quarterly Inspection

    Cost: The total value of the contract will be 31,826.30$. (Tax included)

    Justification for use of a single-source supplier:

    The chiller uses a specialized magnetic bearing technology. The result is a highly efficient chiller with cutting edge technology requiring specialised service. The product manufacturer offers a flange to flange extended warranty coverage which includes unplanned maintenance resulting from premature component failure for the chiller. This warranty will be in effect for five years from the equipment start-up date only if maintained by the original equipment manufacturer. They will provide preventive maintenance and inspection work during the warranty period.

    Suppliers’ right to submit a Statement of Capabilities: Suppliers who consider themselves fully qualified and available to provide the services and warranty coverage described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the stated requirements.
