    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement for Vocational Training to deliver licensed Professional Pet Stylist / Dog Groomer training program to federally sentenced women at the Edmonton Institution for Women

    Objectives: To facilitate successful rehabilitation of women offenders and to increase their opportunities for early release, viable employment and successful reintegration into society it is necessary to design and deliver vocational training programs with specific content for women. The Correctional Service Canada has a requirement to provide training programs and services that will empower inmates to re enter the workforce following their release from prison, in keeping with the philosophy of creating choices to empower the women to make responsible choices upon their release.

    Deliverables:

    The Contractor will deliver licensed Professional Pet Stylist / Dog Groomer training program to federally sentenced women at the Edmonton Institution for Women based on a minimum shift defined as 3.75 hours up to a maximum of 7.5 hours daily, a minimum of 5 days per week as determined by the contractor and the project authority. The contractor will be required to work days from 0800 to 1600 as required. Each training session is to be delivered over a period of 12 weeks (minimum) to a 16 week (maximum), totaling a maximum of 480 hours for the course. Scheduled hours of program are agreed upon with the Contractor and the Project Authority.

    The Contractor must plan, coordinate and facilitate training to women offenders related to certification as a Professional Pet Stylist/Dog Groomer. The course will be specifically designed to take students who have little or no experience and provide the skills necessary to become a certified Professional Pet Stylist.

    The Contractor must provide a kit to each participant and enough business knowledge to gain entry to this trade as an independent small business or as an employee at any respected pet grooming outlet/business.

    The Contractor must provide support to individuals and groups on issues that impact their ability to gain employment in the trade as a Professional Pet Stylist/Dog Groomer, gain further experience and develop as a business provider.

    The Contractor must perform security duties by conducting daily checks of all equipment required for training sessions.

    The Contractor must establish and maintain a positive and healthy environment with offenders. This requires open and frank dialogue with offenders on progress, attitudes, behaviors, and engaging in pro-social behaviors and participation.

    The Contractor will be responsible for monitoring all offender participation and interaction with staff who facilitate the vocational training program and the documentation of issues or concerns.

    The Contractor must meet with the project authority at the end of each week to discuss the progress of each offender.

    The Contractor must ensure that graduates are confident as a finishing groomer and able to obtain full time employment as a Professional Pet Stylist / Dog Groomer.

    The Contractor must ensure that the students become members of the Canadian Professional Pet Stylists (www.canpropetstylists.com) organization upon enrollment.

    The Contractor must ensure all Graduates are certified as a Professional Pet Stylist, certified in canine first aid and are members of the Canadian Professional Pet Stylists with a level 1 (CCST) Canadian Canine Stylist Certification.

    The Contractor must ensure Graduates are fully prepared to obtain full time employment as a full time, entry level, finishing groomer anywhere in the industry (i.e. established grooming shops, pet stores, veterinarian practices, doggy day care, boarding kennels, etc).; or can confidently start their own business with an ability to provide quality work and excellent customer service.
