    Description

    By means of this RFP, NRCan is seeking proposals from Bidders to provide vista clearing services between the Canadian and United States boundary at the Quebec/Maine Northeast Line.

    The period of the contract shall be from June 6, 2016 and ending August 19, 2016.

    There is no security requirement associated with this requirement, however the Bidder and all proposed personnel must have a valid passport issued by the Canadian and/or American government and are legally able to work in both countries.

    This requirement is subject to the provisions of the Agreement on Internal Trade (AIT).

    This procurement is NAFTA exempt according to Annex 1001.1b-2 Services; Section B-Excluded Coverage, Schedule of Canada:

    F004 Land Treatment Practices Services (plowing/clearing, etc.)

    F059. Natural Resources and Conservation Services

    This procurement is WTO exempt as it is not included in the inclusion list provided under Appendix 1: Annex 4 – Services.

    Mandatory Site Visit

    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for site visit to be held on May 25, 2016 at 11:00 a.m. at road pull out on Highway 173 southbound, roughly 400m north of the border, south of Chemin du Monument and Ancienne Rte 173. Bidders must communicate with the Contracting Authority no later than five (5) day(s) before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. Bidders will be required to sign an attendance form. Bidders should confirm in their bids that they have attended the site visit. Bidders who do not attend or send a representative will not be given an alternative appointment and their bids will be rejected as non-compliant. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
