Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Cost Consulting Services in Support of Modified Design Build Projects – Standing Offer for various locations across Canada
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from Cost Consulting firms to establish a Standing Offer (SO) to provide “as and when required” cost consulting services in support of Modified Design Build (MDB) projects, specific to Department of National Defence (DND) requirements in various locations across Canada.
The objective of this Request for Standing Offer (RFSO) is to select one (1) firm, who will sign a SO with DCC to provide services on an “as and when required” basis to a maximum estimated value of $1,000,000.00, for a period of two (2) years from the date of establishment.
If mutually agreeable between the Consultant and DCC, the SO may be extended for up to two (2) additional two (2) year periods and increased in the order of $1,000,000.00 for each additional period or at any time as deemed necessary. The maximum total possible value is $3,000,000.00. Call-ups under the SO are expected to be valued between $30,000.00 and $100,000.00.
The SO is not a commitment by DCC to spend the entire amount.
It is anticipated that the MDB projects associated with the cost consultant services will generally range in value from $10M to $70M, but could potentially be outside of this range.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer with DCC.
This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
