    1.0 Introduction

    The Canadian Nuclear Safety Commission (CNSC) has a requirement for the maintenance and normal service of the Hopewell Designs G-10-360 Gamma Beam Irradiator and the Hopewell Designs WI-90 Well Irradiator that was manufactured and installed by Hopewell Designs Inc. The purpose of this advance contract award notice (ACAN) is to signal the CNSC’s intention to award a contract for these services to:

    Before awarding a contract, however, the CNSC would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN. Interested suppliers may submit a statement of capabilities within the posting period for this ACAN, which is 15 calendar days.

    If, during the posting period, other potential suppliers submit statements of capabilities that meet the requirements set out in this ACAN, the CNSC may proceed to a full tendering process via the Government Electronic Tendering Service or by inviting bids directly from suppliers.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the above-noted supplier.

    2.0 Background

    The CNSC has a requirement for the maintenance and normal service of the Hopewell Designs G-10-360 Gamma Beam Irradiator and the Hopewell Designs WI-90 Well Irradiator.

    The CNSC laboratory located at 3484 Limebank Road in Ottawa provides calibration of portable radiation protection instruments, and analytical services to support CNSC licensing and compliance activities. The provision of calibration services is an essential element of the work carried out by the CNSC in fulfillment of its mandate. In the conduct of this important work, the laboratory operates two Hopewell Designs Inc. irradiators:

    • a G10-2-360 gamma irradiator (G10 irradiator) under a Class II prescribed equipment licence (10180-8-15.12)
    • a neutron well irradiator, WI-90, under a consolidated uses licence (10180-2-17.11).

    The G10 irradiator is primarily used for the calibration of gamma survey meters and personal electronic dosimeters; the WI-90 is used for calibration and verification of the response of neutron survey meters.

    CNSC laboratory staff operate the two irradiators and conduct minor preventive and corrective servicing of these irradiators under two licences as required by regulation. A licensed third-party contractor is required to conduct annual preventive maintenance and any other corrective maintenance that requires direct access to, and handling, installing or removing radioactive sources on the prescribed equipment and radiation device.

    The work will involve two visits per year where one person from the supplier company will come to the CNSC laboratory for up to two days to perform routine maintenance on the well irradiator, the gamma beam irradiator and all ancillary equipment.

    The proposed contract is for a period of one year, from June 2016 to May 2017. It also contains two option periods of one year each.

    The estimated value of the contract, including the option periods, is in the range of

    $160,000 USD to $170,000 USD. Applicable taxes are extra.

    3.0 Justification for the pre-selected supplier

    Hopewell Designs Inc. is the original equipment manufacturer and installer of both irradiators at the CNSC laboratory.

    In Canada, a Class II Prescribed Equipment Service Licence is required to service the G10-2-360 gamma irradiator. Hopewell Designs Inc. is the only licensee in Canada to hold a Class II Prescribed Equipment Service Licence for the G10-2-360 gamma irradiator. The licence number is 37830-1-16.3.

    In Canada, a Nuclear Substances and Radiation Devices Service Licence is required to service the WI-90 well neutron irradiator. Hopewell Designs Inc. is the only licensee in Canada to hold this licence for the WI-90 well irradiator. The licence number is 37830-2-16.4.

    4.0 Statement of capabilities

    Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contracting authority identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
