    INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)

    FOR THE PROVISION OF LONG-TERM ACCOMMODATION

    IN VARIOUS COMMUNITIES, ONTARIO

    FILE NUMBER 532473

    Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information in order to gauge private sector interest in providing long term accommodation solution that meets the defined Accommodation Requirements.

    Section A: Accommodation Requirements

    • a term of approximately twenty (20) years, commencing on or about January 1, 2022, plus options to extend for an additional ten (10) years;
    • approximately 7,340 usable square metres (um2) of contiguous office and special purpose space within a building comprised of a minimum of 12,000um2 of office space;
    • approximately ninety (90) parking spaces and approximately 585 um2 of special purpose space; both located within a secured area and within 500 metres of the proposed building;
    • the proposed space must be available approximately thirty-six (36) months prior to the above-noted commencement date so all spaces may be prepared for occupancy;
    • the proposed space must be located within the following municipalities:

      Region of Halton, City of Mississauga, City of Brampton, City of Toronto, City of Vaughan, Town of Richmond Hill and the City of Markham.

      Note: PWGSC may wish to visit or inspect the proposed accommodation solution upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed solution and to the public.

      Section B: Information Requested

    Interested parties are requested to provide information (as applicable) pertaining to:

    • An overview of the accommodation solution(s) with sufficient details in order to ascertain viability. Interested parties can provide more than one accommodation solution. Each accommodation solution must meet the requirements set out in Section A.

      Accommodation solution(s) can include, but are not limited to the following:

    1. Lease

    The Lease configuration can include space that is currently available, space that will become available, and/or any potential for the relocation of tenants within a building.

    1. Building Acquisition

    This can include a building that is currently on the market and/or a building that could be made available for purchase.

    1. Land Acquisition

    This can include serviced land that can be made available for potential purchase. The land must have the characteristics to allow for a development that meets the accommodation requirements.

    1. Build Solution

    This configuration would involve the interested party developing detailed designs in accordance with specifications. Subsequently the interested party proceeds with construction. The configuration could involve ownership of the building by the Crown at the end of construction or the commencement of a lease. Financing can be arranged in different structures.

    1. Lease Purchase

      The lease purchase configuration involves the interested party developing detailed designs in accordance with specifications, constructing the facility, and providing the construction financing. The financing is recouped as a charge over the operating life of the contract. Ownership is transferred back at the end of the lease term. This configuration typically allows for the proponent to handle the operations and maintenance over the life of the contract.

    1. Public Private Partnership (P3)

    The P3 configuration is a highly structured arrangement that involves design, build, finance, operate and maintain in one contract. The interested party would design, build, finance, operate and maintain the building and the Crown would make payments over the term of the contact.

    Section D: Responses Requested by

    As this may be the only invitation to submit an Expression of Interest for this potential accommodation solution, owners or their agents should provide their response by May 6, 2016. Any response received after this date may not be considered.

    Section E: Information Provided by Interested Parties or Agents of Interested Parties

    Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the location, current zoning, the specific location of space within the building, location of parking, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.

    Section F: Security Requirement

    If this EOI results in a future tender process, the building owners or owner representative of the proposed spaces will be subject to a security clearance process, approved and granted by the Canadian Industrial Security Directorate (CISD) of PSPC prior to award. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca/ . Please contact the person listed in Section G to initiate the security clearance process.

    Section H: List of Accommodation Solutions

    This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of accommodation solutions and used for potential future solicitations.

    Section I: Not a Solicitation Process

    Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of accommodation solutions. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of accommodation solutions and PWGSC may issue an invitation to tender for other requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer by inviting the approved accommodation solution and only parties deemed to most effectively meet specific operational, security and public safety requirements.
