Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service Canada has a requirement to for offenders to have X-rays completed during their incarceration is a regular occurrence. They are utilized in the diagnosis, management and tracking of many diseases. They are commonly used in CSC to support the diagnosis and treatment. E.g. Tuberculosis and fractures.

Objectives: To generate x-rays to visualize the internal structures of a patient based on a legal treatment order in accordance with clinically acceptable standards for the purpose of assisting with the diagnosis, treatment and management of offender illness.

Tasks / Scope of Work

1. The Contractor will provide certified Radiation Technologists to complete the ordered tests, transfer the images to portable media, and prepare them for transport in order for them to be interpreted. This activity must be completed by a qualified Radiation Technologist who is in good standing with the British Columbia Association of Medical Radiation Technologists.
2. The portable media and courier service will be provided by the Institutional Health Services department. The portable media will be couriered as “same day” delivery.
3. The contractor will provide the service of Radiologists who will provide the reading, interpretation and provision of written reports for X-rays for the diagnostics completed at the Institutional sites. This activity must be completed by a qualified Radiologist who is in good standing and registered with the British Columbia College of Physicians and Surgeons.
4. The contractor will coordinate all diagnostic coverage, operations, and invoicing, for which it is responsible.
5. The contractor will complete the credentialing of the Radiologists and Radiation Technologists and ensure that only duly licensed and authorized personnel are performing the tasks.
6. Radiologic Technologists are not responsible for the x-ray equipment maintenance; however, they will provide assistance with trouble-shooting machine/equipment difficulties and will outline any repair/maintenance issues.
7. The contractor will liaise closely with the Chiefs of Health Services (CHS) to ensure coordination of service provision and will provide feedback on any issues of service needs, inadequacies related to equipment, pertinent safety concerns, Community standards of practice, and Quality improvement initiatives.

1. The Radiologist will have consultation with the Institutional Physician on an as and when required basis via phone.
2. Contractor will assist with future planning and liaise with the IT Department regarding Provincial Archiving Communication System (PACS).
3. The Contractor shall collaborate with IT Dept at Institutions to maintain and upgrade software as necessary to ensure services are maintained and information is transferred and stored according to all CSC policies.

Deliverables:

1. The contractor will provide written consultation reports and documentation as required for patient service in English. The contractor must also provide recommendations to the CHS in order to meet the community standards of practice in relation Radiology services.
2. The Contractor will respond to requests for x-ray services within a three tiered response as follows; urgent within 12-24 hours, semi-urgent within 24-72 hours, non-urgent within one week. STAT tests will be identified on the outside of the courier envelope.

The total dollar value is estimated to be $500,000.00 over the four (4) year and six (6) month duration of this contract.
