Request for Supply Arrangement (RFSA) for Investigative Services:
CSC is posting a notice to allow new suppliers to become qualified. Existing qualified SA Holders, who have been issued a supply arrangement, will not be required to submit a new arrangement.
This requirement is for: Correctional Service Canada (CSC)
Trade agreement: World Trade Organisation-Agreement on Government Procurement (WTO-AGP), North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreements (CCFTA), the Canada-Peru Free Trade Agreements (CPFTA), the Canada-Colombia Free Trade Agreements (CColFTA), The Canada-Panama Free Trade Agreements (CPanFTA) if it is in force and the Agreement on Internal Trade (AIT).
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: lowest priced compliant bid(s).
Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This Supply Arrangement (SA) includes security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
CSC requires investigative services for cases regarding allegations of employee misconduct. The contractor must provide investigative services on an ‘‘as and when required’’ basis and within short timeframes.
Objectives:
When allegations of employee misconduct arise, CSC must immediately carry out an investigation, provide a national response and take action within short timelines. To ensure an immidiate response and impartiality, it has been determined that these investigations must be conducted by resources external to the CSC.
Deliverables:
The deliverables, associated with the investigative services, may include the following:
- Progress reports;
- A description of the incident and the circumstances surrounding it;
- Statements from persons who have knowledge of the incident;
- Identification and Documentation of any of the regulatory framework(s) that were breached/violated;
- Interview notes;
- Audio/visual recordings;
- Physical evidence;
- Draft and final version(s) of the Disciplinary Investigation Report;
In addition, contractors may be required to assist with preparation for adjudication hearings or other administrative/judicial proceedings associated with the investigation, such as the Public Service Labour Relations Board’s.
Expected SA Period: from date of SA award to 31-MAR-2017 with the possibility of extending the SA for an additional one- year period under the same terms and conditions.

Documents may be submitted in either official language of Canada (English or French).
Given the nature of the requirements, proposals submitted by such means as facsimile or electronic mail will not be accepted.
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
