This RFP is only for pre-qualified Suppliers for Stream 8: Recipient/Contribution Audit against Professional Audit Support Services (PASS) Supply Arrangement (E60ZQ-140002/).
DESCRIPTION OF REQUIREMENT:
Industry Canada requires business analysis and specialized due diligence services for project specific requests related to the Automotive Supplier Innovation Program (ASIP). This will include providing analysis and business intelligence on specific automotive supplier innovation applications and processes, and business best-practices to support Industry Canada’s advice on the feasibility, business case, and public benefits of research and development investments in Canada. Services will be requested on an "as needed basis".
Industry Canada seeks to establish up to two (2) Task Based Contracts to two (2) different suppliers for Due Diligence Analysis Services, on an "as and when requested" basis only, under the following PASS Stream:
Stream 8: Recipient/Contribution Agreement Audit
This stream will require the services of professionals to provide expert services and advice in support of recipient/contribution agreement audit.
A Recipient audit is an independent assessment to provide assurance on a recipient's compliance with a funding agreement. The scope of a recipient audit may address any or all financial and non-financial aspects of the funding agreement.
DURATION OF CONTRACT:
The Initial Contract Period will be from date of Contract award to March 31, 2017 with the option to extend the contract by up to three (3) additional one-year option periods.
EVALUATION PROCESS AND SELECTION METHODOLOGY:
Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Industry Canada will evaluate the bids. 2
The responsive bids will be ranked in descending order of combined rating of technical merit and price; the responsive bid with the highest combined rating of technical merit and price being ranked first. Of the highest ranked responsive bids in descending order of combined rating of technical merit and price, up to 2 will be recommended for award of a contract. In the event two (2) or more responsive bids have the same highest combined rating of technical merit and price, these bids will be ranked in descending order of the overall scores obtained for all of the point rated technical criteria detailed in solicitation document; the responsive bid obtaining the highest overall score being ranked the highest.
