      Description of the Requirement:

      The Department of Indian Affairs and Northern Development, has a requirement for one (1) Senior Procurement Specialist, for one (1) contract for four (4) months, plus three (3) months option with the skills and experience necessary to provide a wide range of tasks as follows:

      • Plan and execute medium complexity procurement processes which may involve multi-year, multi-client, requirements more than $500K, sensitive in nature and multiple client meetings
      • Prepare complex types of bid documents including Supply Arrangements (SA), Request for Standing Offers and Request for Proposals (RFP)
      • Interpret, apply and provide recommendations to clients on the application of Government of Canada procurement legislation, policy, and processes
      • Evaluate Statements of Work (SOW) for completeness and adherence to procurement regulations
      • Develop bid evaluation criteria
      • Evaluate bids against mandatory requirements
      • Perform financial evaluation of bids
      • Negotiating pricing, delivery, etc. prior to award
      • Recommend award or issuance of contracts or standing offers or supply arrangements
      • Perform contract follow-up including recommending appropriate legal action such as termination of contracts
      • Create and amend Purchase Orders in SAP
      • Generate purchasing data reports in SAP.

      Applicable Trade Agreements:

      The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).

      Proposed period of contract:

      The proposed period of contract shall be from Award date to September 30, 2016 with an option to extend the contract, if exercised by Canada, from October 1 to December 30, 2016.

      Estimated Level of Effort:

      The estimated level of effort of the contract and Option period will be for:

      One (1) Procurement Specialist – Senior: 90 days and Option Period: 61 days.
