Description of the Requirement:

• Jointly, Veterans Affairs Canada (VAC) and the Canadian Armed Forces (CAF), with advice from Treasury Board Secretariat, require a comprehensive examination of VAC’s current Rehabilitation Program (focused primarily but not exclusively on vocational rehabilitation) and Earnings Loss Benefit (ELB) as provided under the New Veterans Charter (NVC), and the CAF’s Service Income Security Insurance Plan (SISIP) Long Term Disability (LTD). This requirement will identify those areas where the two programs overlap and how to address these, and identify where there is potential for change to achieve improvements in the effectiveness of both programs.
