    Description

    Requirement

    Global Affairs Canada (GAC) has a requirement for grounds maintenance and landscaping services to be performed at the Embassy of Canada in Brussels, Belgium at 5 distinct sites including the Official Residence, and Staff Quarters. The service area includes external building areas, entrance ways/gates, lawns, flowerbeds, hedges, and driveways, and paved areas.

    The scope of work requires a range of services of various frequencies (e.g. daily, weekly, monthly, annually) including grounds cleaning, raking, sweeping, removal/disposal of debris, weeding, mowing lawns, edging, hedge trimming, pruning, treatment of insect/fungal infestations, sprinkler system maintenance, fertilizer/pesticide application, light gardening (cultivating/planting) and managing of health and safety hazards (e.g. slip, fall, material handling/storage).

    The Contractor will provide for all labour, supervision, tools, equipment, materials, supplies, training, uniforms, and transportation. The Embassy will provide storage and a workshop space for use by the Contractor.

    The department has no requirement for grounds maintenance at its Chancery location.

    Proposed Period of Contract

    The contract will be for an initial period of three (3) years with two (2) optional periods of one year each. The contract award date is tentatively set for September 1, 2016.

    Security Requirements

    The solicitation contains a security requirement. The successful bidder, its proposed resources and/or subcontractors who require security clearance will be sponsored by the department to obtain the required clearances prior to contract award.

    Basis of Selection

    The responsive bid with the highest combined rating of technical merit (50%) and price (50%) will be recommended for award of contract.

    Mandatory Site Visit

    It is mandatory that the Bidder or a representative of the Bidder visit the work site.

    Arrangements have been made for a site visit to be held at the Embassy of Canada, Avenue de Tervuren, 2, 1040 Brussels, on 16 Juin 2016 from 09:00 to 13:00 local time. Bidders must communicate with the Contracting Authority no later than one (1) working day before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. Bidders who do not attend or send a representative will have their bids rejected as non-compliant.

    A second mandatory site visit may be scheduled for Bidders unable to attend on this date.
