    ADVANCE PROCUREMENT NOTICE

    INSPECTION, TESTING AND MINOR REPAIR (ITM) OF FIRE DETECTION AND SUPPRESSION SYSTEMS

    BORDEN, KINGSTON, TRENTON, NORTH BAY, and PETAWAWA, ONTARIO

    (WITH SECURITY REQUIREMENTS)

    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE

    This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    DESCRIPTION OF THE PROJECT

    Contractor services and deliverables required for the Inspection, Testing and Minor Repair (ITM) of various fire protection systems located at CFB Kingston, Garrison Petawawa, 8 Wing Trenton, 22 Wing North Bay, and CFB Borden. The Department of National Defence (DND) has placed a priority on maintaining and repairing fire protection systems across their facilities. Accurate records, documenting the maintenance and repairs are required to ensure compliance with the National Fire Code. Services for CFB Kingston and Garrison Petawawa are anticipated to be stand-alone ITM contracts. Services for sites 8 Wing Trenton, 22 Wing North Bay, and CFB Borden are anticipated to be included under maintenance service contracts.

    DESCRIPTION OF THE SERVICES

    This service contract will include but not limited to: Scheduled Inspection, Testing and Minor Repair (ITM) of various fire protection systems (fire alarm systems, fire detection and extinguishing systems, fire pumps, and fire booster pumps) as per applicable codes, and standards. The ITM services may be delivered as a stand-alone contract, or as a part of a multidiscipline maintenance services contract.

    The Fire ITM services are estimated to be in the rough order of $3 million per year, across all locations in Ontario. It is anticipated that the procurements may be initiated in fall of 2016. This is conditional on the project receiving approval to proceed by the DND.

    SECURITY REQUIREMENTS

    The security requirements for this contract will be phased. Firms will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at close of the procurement(s), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The successful firm(s) will then be required to obtain their SECRET CLEARANCE (FSC SECRET) within six (6) months Service Commencement Date. This date will be specified at the Request for Proposal stage.

    PROCESS

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link:

    Contractors are asked to submit their request prior to August 8, 2016 quoting the following information:

    -Contract number OR16RP01; and

    -Level of clearance requested to be sponsored for.

    Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Joel.Fisher@dcc-cdc.gc.ca indicating:

    -Name of the firm

    -Contact person

    -Level of clearance previously requested to be sponsored for

    -Organization number assigned by CISD (if received)
