This RFP is only for pre-qualified Suppliers for both streams 1 and 3: Internal Audit Services and Information Technology and Systems Audits against Professional Audit Support Services (PASS) Supply Arrangement (E60ZG-060004).

DESCRIPTION OF REQUIREMENT

The Department of National Defence (DND) seeks to establish a contract under the Professional Audit Support Services (PASS) Supply Arrangement, under the following Streams:

1. Internal Audit Services; and

3. Information Technology and Systems Audits.

DND is seeking to establish a contract for both Internal Audit Services and Information Technology and Systems Audits, to be provided under the Contract, on an “as and when requested” basis only.

DND requires the services of internal and information technology auditors to work with Internal Audit Non-Public Property and Military Family Services or the Director General Audit organization, in delivering on a range of specific internal audit projects, on an “as and when requested” basis through task authorizations, to provide assurance that its governance framework (including policies), risk management framework, and management and operational controls are adequate and effective.

DURATION OF CONTRACT

The period of the Contract will be approximately one (1) year, estimated to be from date of Contract to 31 July 2017 inclusive, with the irrevocable option to extend the term of the Contract by up to two (2) additional one-year periods under the same conditions.

EVALUATION PROCESS AND SELECTION METHODOLOGY

To be declared responsive, a bid must:

(a) comply with all the requirements of the bid solicitation;

(b) meet all mandatory evaluation criteria; and

(c) obtain the required minimum number of points for the point rated technical criteria.

The responsive bid with the lowest evaluated price per point will be recommended for award of a contract.
