    This requirement is for: The Correctional Service of Canada, Atlantic Region

    Trade agreement: Agreement on Internal Trade (AIT)

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid.

    Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.

    Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

    Security Requirements: This standing offer includes security requirements.

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement for translation services, including terminological research, on various general and specialized documents. Documents are at a Protected A or Protected B security level.

    Objectives: To award up to a maximum of two (2) Standing Offers for the provision of translation services. Work will be assigned on a right of first refusal basis: The call-up procedures require that when a requirement is identified, the identified user will contact the highest-ranked Contractor to determine if the requirement can be satisfied by that Contractor. If the highest-ranked Contractor is able to meet the requirement, a call-up will be made against its standing offer. If that Contractor is unable to meet the requirement, the identified user will contact the next ranked Contractor. In other words, call-ups are made based on the "right of first refusal" basis. When the highest-ranked Contractor is unable to fulfill the need, the identified user is required to document its file appropriately.

    The Contractor must provide quality linguistic translation services for a wide variety of documents published by the CSC on an as and when required basis for the Atlantic region in an accurate and timely fashion.

    Deliverables: The Contractor must translate the texts and return them to the requestor or other CSC employee, if so indicated in special instructions.

    Taking into account that normal working hours are from 8am to 4pm, Atlantic time, response time begins on the day and at the time of receipt of documents to be translated. Response time must not be greater than one day per 1000 words, unless a change is negotiated between the Project Authority and the Contractor (see Table A). Response time for formats other than standard word processing and spreadsheets will be negotiated case by case between the Contractor and the Project Authority.

    On occasion, there may be a requirement for the work to be processed on an urgent basis. In such cases, the Contractor will be contacted and a tentative completion date negotiated taking into consideration all other assigned requests.
