Description
The National Capital Commission (NCC) has a requirement for service expertise in Microsoft Dynamics AX to assist with Reporting Solutions delivery.
The purpose of this Advance Contract Award Notice (ACAN) is to signal the NCC’s intention to award a second hourly rate contract to CORPORATE RENAISSANCE GROUP for an upset limit of $ 50K including taxes. This second contract is required to finalize the development of custom SSRS reports, fully integrated into the AX system, following AX 2012 development best practices, and to support the end-users in the use of the custom reports if needed. Those custom reports must be delivered no later than a month after the go live of our new Microsoft Dynamics AX 2012 system scheduled for July 1st, 2016.
The NCC previously awarded a competitive contract by invitation to CORPORATE RENAISSANCE GROUP in 2016 for $ 95,902 including taxes.
CORPORATE RENAISSANCE GROUP:
- has been involved in the development of NCC custom reports since the beginning.
- knows how the NCC functions in order to ensure that the development reflects the NCC Process.
- has participated in many AX 2012 implementations and produced many SSRS and BI cubes based on AX data during these implementations.
- meets all the minimum essential requirements.
Before awarding a contract, however, the NCC provides other consultants with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen (15) calendar day posting period. If other potential consultants submit statements of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the NCC will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Consultants who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the following minimum essential requirements:
Statements of capabilities submitted by consultants must:
a. Be provided in writing within the specified timeframe as indicated on the ACAN; and
b. Include documentation that clearly demonstrates that the supplier meets the requirements as set out in the Notice.
Minimum Essential Requirements of the Statement of Capabilities:
- has a significant amount of Microsoft Dynamics AX 2012 experience
- has a significant amount of experience in SSRS reports development based on AX 2012 data
- has a significant amount of knowledge in Government of Canada accounting principles
- has employees with both Finance and “Trade & Logistics” certifications in Microsoft Dynamics AX. These certifications indicate that the consultant is qualified to configure, test and train in these areas
- has participated in at least two AX 2012 implementations
- has experience in providing training on AX reporting tools
- knows how the NCC functions in order to ensure that the development reflects the NCC Processes.

This requirement falls within the exemptions under the Agreement on Internal Trade (AIT), Chapter 5, Article 506, items 12 (b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
