Description of Requirement

Stream1: Internal Audit Services;

Canada is seeking to establish a contract for Internal Audit Services for conducting the Procurement Strategy for Aboriginal Business (PSAB) audits: pre-award, post-award and random audits for compliance, the PSAB compliance audit verifies that the Aboriginal businesses, joint ventures or partnerships registered in the Aboriginal Business Directory under the PSAB meet the Ownership, Control, Aboriginal Employment and Aboriginal Content criteria where applicable as defined in Annex "A", Statement of Work, for 3 years and 2 option periods for the Department of Indian Affairs and Northern Development.

Duration of Contract

As per contract award to March 31, 2019

Evaluation Process and Selection Methodology

Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical evaluation criteria.

The basis of selection is Minimum Point Rating

Security Requirements

1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
3. The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
   1. Security Requirements Check List and security guide (if applicable), attached at Annex C;
   2. Industrial Security Manual (Latest Edition).
