    This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 for services in the National Capital Region for the following categories:

    One (1) Level 3, P.2 Enterprise Architect

    One (1) Level 2, I.10 Technical Architect

    One (1) Level 1, P.7 Project Coordinator

    However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority in writing to request an invitation at any time prior to five days before the published bid closing date, and an invitation will be made to that SA Holder. To ensure efficient operation of the procurement system, the Contracting Authority will invite no more than the first 10 SA Holders that request an invitation. In no circumstance will such an invitation require Canada to extend a bid closing date.

    Description of Work:

    Objective

    CNSC requires the professional services of a team made up of the following (3) resources, on an as required basis.

    • One (1) Level 3 Enterprise Architect
    • One (1) Level 2 Technical Architect
    • One (1) Level 1 Project Coordinator

    These resources will be responsible for the configuration, implementation and documentation of the CA PPM© solution at the CNSC. These resources will also be responsible for providing on-going support on an as-required basis for the in-service product.

    Note: bidders must propose one candidate for each of the three (3) TBIPS categories shown above.

    Scope of Work

    The purpose of the resulting contract is to procure professional services for the CA PPM© solution installed at CNSC on an as required basis to:

    • modify existing functionality
    • enable new functionality
    • provide support services

    Responsibilities/Tasks

    The work required under this contract is as follows:

    • Upgrade of CA PPM© from version 13.3 to the latest version (14.3 or later) on all environments (Development, QA, Staging and Production) and ensure that the upgrade will function seamlessly for IMTD.
    • Perform current state analysis and perform a gap analysis against IMTD end state vision.
    • Create an Implementation Plan to address the gap and obtain IMTD approval.
    • Perform requirements gathering and detailed project planning for the implementation of additional CA PPM© functionality.
    • Modify existing functionality and enable new functionality as approved by IMTD.
    • Liaise with Shared Services Canada (SSC) for the installation, configuration, testing, upgrade and deployment of CA PPM©.
    • Update requirements and configuration documentation.
    • Provide training and refresher classes as requested by IMTD.
    • Transfer knowledge of the installation and configuration to IMTD.
    • Provide support services for the duration of the contract.

    Technical Environment

    CA PPM© 13.3 is installed at Shared Services Canada Enterprise Data Centre (EDC) using a Microsoft virtual server environment (MS Windows Server and VMWare), Oracle Server and is accessed from CNSC workstations running MS Windows 7 (64 bit) and Internet Explorer 11. CNSC does not manage these servers and any work (upgrades, code refreshes, data refreshes, etc.) need to be coordinated with SSC for execution.

    The work has not been performed by contracted resources in the last 12 months.
