    Description

    1.0 PURPOSE

    To provide Measurement Canada with ISO registration services for a period commencing from the date the contract is awarded to the completion of the work, on or before March 31st, 2021.

    2.0 TITLE OF PROJECT

    The reassessment and support of Measurement Canada’s Quality Management System (QMS) for Accreditation and Registration.

    3.0 BACKGROUND

    Measurement Canada’s programs and services help ensure equity and accuracy when goods and services are bought and sold on the basis of measurement. The laws that govern measurement-based transactions: the Weights and Measures Act and the Electricity and Gas Inspection Act, are administered solely by Measurement Canada.

    Measurement Canada’s laboratories evaluate and certify all prototype measuring devices prior to granting approval for their use in Canada.

    Measurement Canada inspectors work in communities across the country carefully evaluating and certifying everything from electricity meters to truck scales and taking necessary enforcement actions when devices are found to be measuring improperly. Measurement Canada investigates complaints from those who suspect they have received inaccurate measurement. The Electricity and Gas Inspection Act includes provisions for Measurement Canada to resolve measurement disputes between buyers and sellers of electricity and natural gas.

    In response to increasing service demands, Measurement Canada has developed alternative service delivery programs that grant qualified organizations - known as authorized service providers (ASPs) - the authority to certify the accuracy of measuring devices and measurement standards. Measurement Canada oversees the work of these organizations, continually monitoring their performance and taking corrective action when necessary.

    There are two (2) specific programs to address the inspection of weighing and measuring devices by authorized service providers: the Accreditation Program and the Registration Program. A QMS has been established for the administration of these two programs. This QMS was initially implemented and ISO registered in 2001.

    Measurement Canada’s Innovative Services Directorate is responsible for establishing the requirements, policies and processes for the Accreditation and Registration programs, as well as for the establishment and maintenance of the QMS.

    Measurement Canada regional and district offices located across Canada are responsible for the implementation and administration of the Accreditation and Registration programs from an operational aspect.

    Measurement Canada’s QMS for the Accreditation and Registration programs is currently ISO 9001:2008 registered in all regions across Canada. Measurement Canada’s scope of ISO registration is the assessment and accreditation and registration of organizations to perform inspections pursuant to the Electricity and Gas Inspection Act and Regulations and the Weights and Measures Act and Regulations through the delegation of specific legal authorities.

    4.0 PROJECT REQUIREMENTS/OBJECTIVES

    Measurement Canada’s ISO 9001:2008 registration is valid until September 14th, 2018. The objectives of the project are the annual surveillance assessments of Measurement Canada’s current registration to ISO 9001:2008, and the transition of Measurement Canada’s registration to ISO 9001:2015 prior to certificate expiration.

    5.0 SCOPE OF WORK

    Measurement Canada’s ISO certification applies to multiple sites. Measurement Canada has its headquarters in Ottawa – ON; 3 regional offices in Montreal – QC, Toronto - ON, and Winnipeg – MB; 8 district offices and several sub-district offices located across Canada. The number of staff in each office ranges from 8 to 25 people. For the purposes of Measurement Canada’s recent ISO 9001:2008 reassessment, site visits were conducted at headquarters and the three regional offices.

    The locations and approximate number of people who are involved in the QMS are as follows;

    National Headquarters - 10

    Eastern Region – 52 (10 directly involved, 42 indirectly involved)

    Ontario Region – 46 (14 directly involved, 32 indirectly involved)

    Western Region – 38 (10 directly involved, 28 indirectly involved)

    5.1 The Contractor must ensure that one single resource conducts the assessment at all selected sites and that the same resource is used for the duration of the contract. The resource can only be substituted with prior approval from the project authority.

    6.0 PROJECT DETAILS

    NOTE: Due to the timing of internal assessments, the first 12-month surveillance assessment will take place in the same calendar year (Fall 2016) as the recent reassessment (completed March 21st, 2016).

    6.1 A 12-month surveillance assessment will take place in the fall of 2016. The assessment must include:

    • An assessment plan and schedule, on or before August 31st, 2016.
    • A report of findings, on or before December 31st, 2016.
    • A national closing meeting via teleconference to inform Measurement Canada personnel of the findings within 2 weeks of issuance of report of findings.

    - A gap analysis with ISO 9001:2015, on or before January 31st, 2017.

    6.2 The transition assessment to ISO 9001:2015 will take place in the fall of 2017. The assessment must include:

    • An assessment plan and schedule, on or before August 31st, 2017.
    • A report of findings, on or before December 31st, 2017.
    • A national closing meeting via teleconference to inform Measurement Canada personnel of the findings within 2 weeks of issuance of report of findings.

    6.3 A 12-month surveillance assessment will take place in August of 2018. The assessment must include:

    • An assessment plan and schedule, on or before August 31st, 2018.
    • A report of findings, on or December 31st, 2018.
    • A national closing meeting via teleconference to inform Measurement Canada personnel of the findings within 2 weeks of issuance of report of findings.

    6.4 The 24-month surveillance will take place in the fall of 2019. The assessment must include:

    • An assessment plan and schedule, on or before August 31st, 2019.
    • A report of findings, on or before December 31st, 2019.
    • A national closing meeting via teleconference to inform Measurement Canada personnel of the findings within 2 weeks of issuance of report of findings.

    6.5 The reassessment will take place in the fall of 2020. The assessment must include:

    • An assessment plan and schedule, on or before August 31st, 2020.
    • A report of findings, on or before December 31st, 2020.
    • A national closing meeting via teleconference to inform Measurement Canada personnel of the findings within 2 weeks of issuance of report of findings.

    All documentation related the deliverables must be provided in both English and French and in MS-Word format or MS Excel format for spreadsheets.

    Any proposed resource must perform all work, tasks and deliverables associated to the project in both English and French.
