    Description of the Requirement:

    The Department of Indian Affairs and Northern Development, has a requirement for one (1) Senior Project Manager for one (1) contract for thirty-six (36) weeks, plus one (1) year option.

    The Contractor shall (but not limited to):

    • Specify the general requirements of the project: developing, verifying and gaining acceptance of the project scope, budget, schedule and scope change control;
    • Identify and assign project roles, responsibilities, develop work plans, ensure adequate human resources, and identify and track costs;
    • Provide advice and leadership in the development and assessment of potential options on project development, recommending a preferred option and developing an implementation strategy;
    • Meet, negotiate and gain support from internal and external organizational stakeholders (e.g. executives from DIAND /Northern Affairs Organization and Parks Canada, First Nations, municipal/provincial interests, private-sector interests, etc.);
    • Assist in obtaining required project approvals from relevant stakeholders (internal approval, zoning, heritage, etc.), including the review and interpretation of municipal by-laws;
    • Provide assistance and guidance to DIAND Regional Offices and senior management as required;
    • Review/analyze the detailed site remediation plans or land use plans;
    • Prepare documents for property remediation or disposal;
    • Examine and make recommendations concerning land title issues;
    • Develop risk management plans;
    • Develop a Communications Plan and a Stakeholders Engagement Strategy;
    • Draft decks for senior management on plans for the assessment of DIAND’s real properties for their heritage character and on results;
    • Draft deck on results of potential contaminated sites and action plans.

    Mandatory Criteria

    M1:

    The Bidder must propose one (1) Senior Project Manager

    The Bidder must provide a detailed résumé for its proposed resource that demonstrates how the proposed resource meets by clearly describing at least two (2) relevant project descriptions of the resource’s work experience.

    The Bidder must provide the following information:

    • Full name of the individual proposed
    • Copy of University Degree
    • Copy of Project Management Certification

    A minimum of 8 years’ experience as project management specific to real property-related projects, within the federal, provincial government and private sector. A summary of experience of the proposed resource must be provided, which identifies the role and tasks of the proposed resource in key projects.

    M2:The Bidder must demonstrate that the proposed resource has experience in project management related to contaminated sites.

    Applicable Trade Agreements:

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
