1. MANDATE
Innovation, Science and Economic Development (ISED), formerly Industry Canada, works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment, enhance Canada's innovation performance, increase Canada's share of global trade and build a fair, efficient and competitive marketplace.
This includes managing Canada's airwaves and overseeing its bankruptcy, incorporation, intellectual property and measurement systems; providing financing and industry research tools to help businesses develop, import and export; encouraging scientific research; and protecting and promoting the interests of Canadian consumers.
2. ORGANIZATION
Innovation, Science and Economic Development’s (ISED) Chief Information Officer (CIO) is accountable for departmental Information Management and has several directorates within the Strategy and Information Services Branch (SISB) responsible for providing Information Management (IM) and Information Technology (IT) planning services. These services include providing advice, guidance, policies and tools in the areas of IM policy for both structured and unstructured information, records management, library, mail and wiki services, IT project planning, Information Architecture (IA) standards, and enterprise metadata management.
The Business Services Branch (BSB) is responsible for the development of solutions and applications, enterprise solutions, IT modernization as well as the maintenance of existing systems to support ISED’s enterprise and business units.

3. PROJECT REQUIREMENTS/OBJECTIVES
Numerous ISED business units identified a need for a software tool that would enable them to better manage their client / stakeholder information in a shared and transparent manner across their business units. In addition to these business needs, clients have also expressed the need for software tools that would enable them to better manage individual cases in a user-centric, collaborative and transparent manner.
As a result of a competitive process for a Client and Case Management solution, Microsoft (MS) Dynamics CRM was selected as the Government of Canada standard platform. ISED is one of the departments that is in the forefront of establishing a MS Dynamics Customer Relations Management (CRM) practice.
The envisioned end state for hosting MS Dynamics CRM will be the Shared Case Management System (SCMS) operated by PSPC/SSC (Public Services and Procurement Canada/Shared Services Canada). In preparation for the anticipated delivery of the SCMS, ISED will be taking a multi phased approach to environmental readiness including:
Phase I: Implementation of an interim production environment and on-going development environment expected in FY 2014/15; and

Phase II: Transition and On-boarding of clients to the PSPC SCMS environment.
ISED has established a Client and Case Management Solution (CCMS) Operation Centre using the Microsoft (MS) Dynamics CRM platform. This CCMS Operation Centre will become a vehicle for delivering applications to Business Units that require one or more of the following core functions:
Client / stakeholder management;
Business process management;
Case management;
Event management; and
-
Document management.
Currently, ISED CIO Sector has a fully functional Dynamics CRM 2013 test environment, and is in the process of establishing an interim Production environment which will transition to PSPC SSC SCMS once established.
As previously indicated, ISED Canada has a significant number of interested business units that have requirements for the delivery of case management solutions. In addition, ISED has several requirements related to the planning, design, implementation and transition regarding Microsoft Dynamics CRM.
The requested professional services are centered around the development of web applications based on application architecture specifications and requirements according to IC’s standards and guidelines for the MS Dynamics CRM platform. The MS Dynamics CRM applications will support the various ISED’s business units.
4. SCOPE OF WORK / KEY ACTIVITIES
Innovation, Science and Economic Development (ISED) requires the services of Senior MS Dynamics CRM Programmer Analysts to ensure consistent and repeatable implementation of Microsoft Dynamics solutions to meet the demand of the business clients’ needs. The senior programmer analysts will be responsible for development of software applications using sound, repeatable, industry best practices.
The Senior Programmer Analyst resources will be required on “as and when required” basis. Key tasks and activities that will be required will include but may not be limited to the following:
Participate in requirements analysis and architecture of solutions;
Translate functional specifications into technical specifications;
Design and integrate business processes and data flows between CRM applications and other applications, such as back office/Enterprise Resource Planning (ERP) applications, etc.;
Participate in design review to ensure integration of all requirements;
Configure applications to meet a client’s requirements using the Microsoft Dynamics CRM Customization Tool, Workflow Tool, or Software Development Kit (SDK);
Configure applications to meet clients’ requirements using the Microsoft Dynamics CRM platform, aligning standards to those implemented within the GoC;
Integrate existing systems and services into MS Dynamics solutions;
Develop, customize and create CRM entities for Microsoft Dynamics;
Based on best practices for Microsoft Dynamics CRM, design, create and validate CRM plugins and custom workflow activities ensuring that any customizations will survive future upgrades;
Implement packaged CRM applications in line with current and future ISED System Development Life Cycle (SDLC) processes;
Utilize .NET, JavaScript, and C# to customize CRM solutions where out-of-the-box configuration is not sufficient;
Implement and recommend reuse and portability in terms of enterprise solutions, seeks to determine and develop repeatable, efficient and optimal ways of implementing CRM solutions;
Conduct code reviews to ensure that customization code quality is at the highest level possible and appropriate design patterns are being followed;
Perform hands-on technical implementation and deployment ofMicrosoft DynamicsCRM;
Ensure delivered solutions meet/perform to technical and functional requirements as outlined by ISED;
Create and maintain technical application documentation;
Provide knowledge transfer to ISED staff; and

Provide status reports as required.
5. OTHER PROJECT DETAILS
5.1 Constraints
The resource must work within constraints imposed by the department, such as government policies and mandatory procedures, current and proposed related activities, security, sensitivity to other interests, protection of the environment, conservation of resources and other relevant restrictions and work space as required.
5.2 Work Location
The contractor will carry out the work on Innovation, Science and Economic Development Canada’s premises located at 235 Queen Street, Ottawa, Ontario.
5.3 Travel
No travel or living expenses will be reimbursed under the contract.

This resource reports to a Director of Enterprise Operations Directorate and/or Project Authority for Client and Case Management Centre of Expertise.
