The Social Security Tribunal and the Administrative Tribunal Support Services of Canada (ATSSC) require the assistance of professional resources to:

1. Perform an operational review of the Tribunal’s appeal processes that ensure efficient and effective operations and establish the appropriate level of costed resources to deliver the Tribunal’s mandate.
2. Within the legal framework in which the Tribunal operates, establish a conceptual and costed model for the Tribunal’s operations which are articulated around the following cost drivers: 
   1. Caseloads;
   2. Service standards and underlying performance expectations;
   3. Governor- in- Council appointments;
   4. Registry and other necessary core mandate services, and,
   5. Socio-economic and/or other factors that may have a direct impact on the volume of appeals to the Tribunal.
3. Assess whether the Tribunal’s operations is currently at a steady state in terms of caseloads processing and overall delivery of its mandate.
4. Determine what might be the foreseeable growth in caseloads impacting the level of resources required to deliver on expectations.
5. Confirm whether the Tribunal’s different service standards and underlying performance expectations remain appropriate.
