    EDMONDS LOCK 25 WEIR AND OVERFLOW DAM HERITAGE STONE MASONRY REHABILITATION

    DESCRIPTION OF WORK:

    The work consists of the rehabilitation of the heritage stone masonry lock and overflow dam constructed in 1830 at Edmonds Lockstation on the Rideau Canal near Smiths Falls, ON.

    Lock rehabilitation work includes deep re-pointing of all masonry joints with heritage lime based mortar, low pressure grouting, and isolated stone repair and replacement. The dry stack stone overflow dam will receive isolated stone replacement. The crest will be pointed and a thin concrete cap poured. New stone must be carefully sourced by the Contractor.

    Civil works consist of reconstruction of a dry stack heritage stone retaining wall, re-profiling of an earth dam crest, minor tree and stump removal and construction of new short gravel access lane. The in-water dam safety boom will be modified requiring additional boom floats, chain and pre-cast concrete in-water anchors installed from a barge.

    Cofferdams are required for the work. Sequencing is of key importance to maintain flow at the dam. While some work can begin immediately, work on the lock cannot commence until the closure of the Rideau Canal navigation season. Work will extend into winter conditions requiring cold weather masonry considerations. Timely completion is imperative to satisfy fish spawning and spring freshet requirements and to ensure the lock is complete for spring 2017 navigation season opening.

    MANDATORY SITE VISIT:

    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Rideau Canal National Historic Site, Edmonds Lockstation (Lock 25 and Weir and Dam), 147 Edmonds Lock Lane, Merrickville-Wolford, On. GPS Coordinates : 44.87765, -75.983767 on August 15, 2016. The site visit will begin at 10:30 a.m (local time).

    Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    The site visit for this project is MANDATORY. The representative of the bidder will be required to sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will not be accepted.

    NOTE TO POTENTIAL BIDDERS:

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    PERIOD OF THE CONTRACT:

    The Contractor shall perform and complete the work between award and the completion date of May 5, 2017.

    The following interim/milestone completion dates also apply:

    All work on overflow dam must be complete by December 9, 2016 including cofferdams removal.

    All masonry work on lock wing walls (outside of stop logs) must be complete before March 15, 2017 including cofferdams removal.

    The following milestone earliest start dates also apply:

    All work except for the lock is to commence upon award of contract.

    The lock work including cofferdams installation and mobilization to staging areas cannot begin until Tuesday October 11, 2016.
