INVITATION
The Department of Foreign Affairs, Trade and Development (DFATD) through this Request for Supply Arrangements (RFSA), intends to refresh the existing list of supply arrangements (SA) awarded under the solicitation process: 2013-CC1525-SA-MON00 for Monitoring Services related to various sectors in support of DFATD’s international development programs and projects.
This refresh allows for:
- New Bidders to qualify; and
- Supply Arrangements Holders (SA Holder) qualified under the solicitation process 2013-CC1525-SA-MON00:
- to accept the amended terms and conditions of the supply arrangement, AND
- to submit proposal(s) in one (1) or more sectors for which they had not previously been qualified; AND/OR
- to propose new individuals they wish to add as Qualified Individuals under existing SA; AND/OR
- to update the ceiling fee(s) of their Qualified Individuals.
Instructions specifically on proposal preparation for an SA Holder are provided in the RFSA document, Part I, (ii) Instructions to SA holders.
For the purpose of the refresh, for each sector, DFATD will establish a Financial Evaluation Threshold that takes into account all ceiling fees of technically compliant individuals proposed by the Bidders and SA Holders and all ceiling fees (updated or unchanged) of Qualified Individuals. The Financial Evaluation Threshold for a sector is equal to the average ceiling fees multiplied by 1.5.
DESCRIPTION OF SERVICES
DFATD requires the services of consultants to provide monitoring services to support DFATD programs/projects in various areas in order to ensure effective and efficient management of DFATD’s programs/projects, with the ultimate goal of contributing to better development results.
Qualified Individuals may be responsible for activities related, but not limited to:
- continued follow-up of project activities;
- operational structures;
- efficacy and efficiency of implementing organisation;
- collaboration and coordination between implementing organisation and stakeholders, partners and funding agencies;
- data collection and analysis;
- targets setting;
- use of indicators to monitor progress;
- monitoring of risks; and dissemination of findings/reporting.
The following sectors will be covered under this RFSA. DFATD may in the future, establish SA to cover other sectors in support of its developmental objectives.

The Qualified Individual(s) must have at a minimum the following level of proficiency in English or French (as described at http://www.international.gc.ca/ifait-iaeci/test_levels-niveaux.aspx):

Additional language requirements may be further specified in the specific terms of reference of resulting contracts, according to specific project/program needs.

CONSULTANT PROFILE
As outlined in the RFSA Section 5: “Technical Evaluation Criteria”, DFATD is seeking to qualify individuals based on Academic Qualifications, Sectoral Monitoring Services Experience, Sectoral Experience in International Development, Demonstrated Monitoring Capabilities, and Demonstrated Technical Capabilities.
