ADVANCE CONTRACT AWARD NOTICE (ACAN)
- Definition
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor.If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met.Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
- Definition of Requirements
Statistics Canada requires the services of a contractor that has a use of reward points, and capability for collecting data for short surveys and to help the Department conduct a behavioural research pilot project. The objective of this pilot project is to help Statistics Canada conduct behavioural research, using smart phone technology to directly reach Canadians participate in statistical activities. The overarching goal of this project is to help Statistics Canada to determine if this approach could represent an opportunity to implement an innovative approach that could have the potential to lead to more efficiencies and/or other improvements to statistical processes and statistical information.

The proposed procurement is not subject to any trade agreements
- Title to Intellectual Property
The ownership of intellectual property will remain with the contractor.
- Contract Period
The estimated start date of the contract will be Fall 2016 for a period of 6 months.
- Estimated Cost
The estimated value of the contract shall not exceed 56,500.00 including taxes.
- Exception to the Government Contracts Regulations and Applicable Trade Agreements
Part 1, Section 6 (d) of the Government Contract Regulations: "only one person is capable of performing the work".
