    ACAN- 16-22053 - Legacy Compressor Systems (Inspection, Maintenance and Overhaul):

    Advance Contract Award Notice (ACAN). An ACAN is a public notice indicating to the supplier community that the National Research Council Canada intends to award a contract to a turn-key service provider for the repair and maintenance of our oversize legacy compressor systems. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the NRC will proceed with the award to the pre-identified supplier.

NRC Aerospace supports this important industry with facilities, expertise and industry foresight that result in a constant stream of fresh ideas, new technologies, and the development and demonstration of products and processes that target the market challenges faced by the Canadian and global aeronautics and space sectors.

     Requirements: NRC Aerospace's gas turbine facilities delivers advanced technology solutions to the Aerospace and Energy sectors through multiple NRC aerospace and energy programs, both in civilian and military applications. NRC’s Gas Turbine Facility supports Research altitude testing, Mechanical component tests, Icing systems, Engine Tests, Aerodynamics studies, Computational Fluid Dynamics (R&D), Combustion and spray test research. In order to satisfy this mission, the National Research Council (NRC) Canada has a requirement for turn-key service provider to inspect, maintain and overhaul (as and when required) NRC’s Legacy Compressors systems. The supplier would be responsible to diagnosis, offer routine inspections, component repairs, major overhauls, compressor re-rates, tear-downs, and assemblies. The NRC has multiple 1930 to 1950 compressor systems from various OEM’s including the Worthington (M5A) Piston type Compressors, Worthington Natural Gas compressors Piston Type (540 PSI), and Brown Boveri compressors. To satisfy this requirement (NRC) will issue a Standing Offer Contract. The length of term and value will be negotiated with the supplier. The purpose of this public notice is to advertise that the (NRC) wishes to engage a sole source contract with a pre-identified supplier as they are the only known supplier that can address the unique technical requirements presented in this ACAN notice and adhere to terms and conditions of the Government of Canada.      Justification for the Pre-Identified Supplier: The proposed Procurement is based on a unique technical offering. The proposed supplier is the only known turn-key service provider that can capture all aspects of the proposed requirement.

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection: 6(d) - "only one person is capable of NRC needs:

    Where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.

    Period of the proposed contract or delivery date:
    The estimated Standing Offer Contract is for a period of 5 years, (Plus Two, One-year Optional periods. These dates are subject to negotiation and maybe subject to change depending on (NRC)’s business needs.

    Cost estimate of the Standing Offer Agreement - $500,000 - $900,000 CAD.

    These amounts are estimates and may change subject to NRC’s business needs.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
