This Advance Contract Award Notice (ACAN) cancels and supersedes previous Advance Contract Award Notice (ACAN) number J002116 dated 2016/09/21 with a closing of 2016/10/05 at 14:00 EDT. A debriefing or feedback session will be provided upon request to suppliers who submitted a Statement of Capabilities on the previous solicitation.
ADVANCE CONTRACT AWARD NOTICE (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. - Definition of the requirement
Statistics Canada requires the services of a contractor that has the use of a reward points system, and capability for collecting data for short surveys using an existing user base of a minimum of 50,000 active participants in at least 2 provinces and a demonstrable intent to increase the scope of the database to the majority of the Canadian population within the next year. This is to help Statistics Canada conduct a pilot behavioural research project, using smart phone technology in compliance with all Government of Canada requirements including bilingualism, accessibility, security and privacy. The project would directly reach Canadians to participate in statistical activities and to provide the Department with contact information of participants who have consented to participate in qualitative testing activities. The overarching goal of this project is to help Statistics Canada to determine if this approach could represent an opportunity to implement an innovative approach that could have the potential to lead to more efficiencies and/or other improvements to statistical processes and statistical information. - Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- The smart phone app must be made available to all participants in English and French and must meet Government of Canada requirements for accessibility, security and privacy at all times.
- The contractor must provide full management and administration of reward points including negotiating with reward point suppliers, providing advice and on-going monitoring of reward point levels for participants, managing the disbursement of reward points to participants and responding to all issues related to reward point acquisition and redemption that participants may encounter related to reward points allocated as part of this contract for the full period that those points are active.
- The contractor must provide a smart phone app platform for survey data collection with real-time monitoring of progress and a minimum of 50,000 active users in at least 2 provinces who consent to participate in the platform and its related surveys and have the possibility to ask participants based on at least the following characteristics: age, sex, household income and education. This platform must be available for use beginning on November 1, 2016.
- The contractor must describe a plausible strategy to increase the scope of its database to a majority of the Canadian population by the end of next year (2017).

- Justification for the Pre-Identified Supplier
The vendor has demonstrated that it maintains its own existing platform, having over 90,000 active users in British Columbia and Newfoundland and Labrador who are representative of the general population of those provinces as identified by socio-demographic characteristics including age, sex, household income and education, and who have already consented to participate in short surveys.The vendor has demonstrated ability to deliver a final product which includes a list of platform users (and their contact information) who have consented to participate in qualitative testing, a report on a healthcare-related topic and a list of reward codes and reports on redemption of those codes.
The vendor has demonstrated ability to provide bi-weekly reports containing details of the activities such as number of visits to the platform, number of users who participate in the experiments, completion rates for each experiment and any IT-related or other issues that may have an impact on the experiments.
The vendor has demonstrated ability to negotiate with reward point suppliers to manage all issues related to awarding and redeeming points.
The vendor has presented a credible strategy to on-board three other provinces which would start in November 2016 and would cover the majority of the population by March 2017.
- Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection subsection 6(d) - "only one person is capable of performing the work”. - Period of the proposed contract or delivery date
The start date of the contract will be November 2016 for a period of 4 months.
- Cost estimate of the proposed contract
The estimated value of the contract shall not exceed $56,500.00 including taxes.

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice.
