    Description

    This Request for Information (RFI) seeks information from industry and academia on its interest, capacity and capability to undertake a long term Longitudinal Study of Operational Stress Injuries (OSIs) of regular members of the Royal Canadian Mounted Police (RCMP), and to provide industry and academia with the opportunity to give feedback on the proposed procurement strategy.

    The Royal Canadian Mounted Police (RCMP) is seeking to identify psychological and or physiological markers for developing trauma and stressor related disorders in order to develop long-term plans to support the overall mental health of its members.

    The objectives of the proposed contract are twofold:

    • Investigate and identify vulnerabilities and resiliencies (e.g., physiological and or psychological markers) for OSI’s in the RCMP; and,
    • Provide empirically sound data that will allow for the development of evidence-based interventions to protect regular member mental health.

    Please identify your interest in participating in a one-on-one meeting / teleconference by completing the Participation Request at Attachment 3 and submitting to the Contracting Authority named herein no later than 31 October 2016. Scheduling for the one-on-one will be on a first come, first served basis and will take place between 23 November 2016 and 25 November 2016. Morning and afternoon sessions will be available. Bidders must submit a written response to the questions below in order to participate in a one-on-one meeting.

    Services will be delivered to the National Capital Region. The period of the Contract is from date of contract award to 31 March 2021 inclusive with 3 option periods of 2 years each.

    The requirement is limited to Canadian goods and/or services.

    This procurement is not subject to the international trade agreements in accordance with:

    Agreement on Internal Trade (AIT) under Annex 502.1B which excludes the services of medical doctors. The work must be undertaken by clinical psychologists’ and psychiatrists who have expertise in OSI’s including PTSD diagnosis and treatment.

    This procurement consists of a Medical and Health Study which is excluded from the application of the NAFTA as per Annex 1001.1b-2 Section B, Special Studies and Analysis (not R&D). This requirement is exempted from the World Trade Organization – Agreement on Government Procurement (WTO-AGP) as it is not listed in Annex 4. 

    The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications, Part 6 - Resulting Contract Clauses.
