This RFP is only for pre-qualified Suppliers for Work Stream 1: Internal Audit Services against Professional Audit Support Services (PASS) Supply Arrangement (E60ZG-060004)

DESCRIPTION OF REQUIREMENT:

To carry out specified audit procedures indicated in the Vision Care Audit Framework, report the results of those audit procedures for selected vision care service providers and ensure vision care providers compliance with the Non Insured Health Benefits’ (NIHB) program requirements, guidelines and policies.

The audit procedures must determine whether billings are in accordance with NIHB provider requirements described in NIHB process documentation (NIHB Vision Care Audit Framework, NIHB Vision Care Policy Framework and NIHB Vision Care Provider Agreement).

DURATION OF CONTRACT

The period of the Contract is from date of Contract to 30-November-2017 inclusive, plus three (3) one-year option periods.

EVALUATION PROCESS AND SELECTION METHODOLOGY

Lowest Evaluated Price per Point:

To be declared responsive, a bid must:

(a) comply with all the requirements of the bid solicitation;

(b) meet all mandatory evaluation criteria; and

(c) obtain the required minimum number of points specified in Attachment 1 to Part 4 for the  point rated technical criteria.

Bids not meeting (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid obtaining the highest number of points nor the one with the lowest evaluated price will necessarily be accepted.

The evaluated price per point of a responsive bid will be determined by dividing its evaluated price by the overall score it obtained for all the point rated technical criteria detailed in Attachment 1 to Part 4.

The responsive bid with the lowest evaluated price per point will be recommended for award of a contract. In the event two or more responsive bids have the same lowest evaluated price per point, the responsive bid that obtained the highest overall score for all the point rated technical criteria detailed in Attachment 1 to Part 4 will be recommended for award of a contract.

SECURITY REQUIREMENTS

At the date of bid closing, the following conditions must be met:

1. the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;

1. the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;

1. the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;

1. the Bidder's proposed location of work performance and document safeguarding must meet the security requirements as indicated in Part 7- Resulting Contract Clauses; and

1. the Bidder must provide the address of each proposed site or premise of work performance and document safeguarding as follows:
