    This requirement is for: The Correctional Service of Canada, Edmonton Institution for Women in Edmonton Alberta for Vocational Training – Nail Technician Certification Training.

    Trade agreement: Agreement on Internal Trade (AIT), North American Free Trade Agreement (NAFTA)/Canada-Peru, Canada-Colombia and/or Canada-Chile Free Trade Agreements.

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid.

    This procurement is not subject to any set-asides for Aboriginal Suppliers.

    Comprehensive Land Claim Agreement:

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide Vocational Training to federally incarcerated women residing at the Edmonton Institution for Women in Edmonton Alberta. The intended course is a Professional Nail Technician course.

    Objectives: To provide third party certification in the Nail Technician Training program to groups of women offenders at the Edmonton Institution for Women in Edmonton Alberta.

    Deliverables: The Contractor shall provide a qualified nail technician instructor to deliver a certified Nail Technician training program to federally sentenced women at the Edmonton Institution for Women, based on a schedule of up to 240 hours over a period of six (6) to ten (10) week session. Scheduled hours of program are agreed upon with the Contractor and the Project Authority.

    *Estimated number of sessions per year expected by the contractor to perform services is – One (1).

    *Minimum class size will be 10 participants. Maximum class size will be 12 participants.

    The Contractor will be responsible to plan, coordinate and facilitate the Nail Technician Certificate training to women offenders housed at the Edmonton Institution for Women.

    The Contractor shall provide a kit to each participant and enough business knowledge to gain entry to this trade as an independent small business or as an employee at any respected salon or spa.

    Shall meet with the project authority at the end of each week to discuss the process of each offender.

    The contractor must provide the testing as required for the completion of a Nail Technician program to the participants. Upon successful completion the participants are to be provided with certificates.

    The Contractor must provide, upon completion of each course, a list of successful participants given to the designated manager of the institutional site.

    The Contractor must provide Nail Technician Training certificates for successful candidates within 21 days of course completion, to be delivered to designated manager of the institutional site.

    The Contractor must provide a detailed invoice within 21 days of completion of each course, detailing the number of participants, course dates, location, and instructor name.

    Expected Delivery Date:

    The period of the Contract is from date of Contract to August 31, 2017 inclusive.

    The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year period(s) under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.
