All bids bonds are to be submitted in hard copy by the bid closing date and time to the mailing address indicated above.
Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.
SCOPE OF WORK / DELIVERABLES:
The scope of work consists of the furnishing of all plant, labour, equipment, and material for the harbour divestiture at Newstead, Newfoundland and Labrador. The work will be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.
The project work will consist of, but will not necessarily be limited to, the following:
- Complete removal and disposal of the existing wharf, retaining cribs and other miscellaneous items, as shown on the drawings;
- Complete removal and disposal of spilled crib ballast and any crib timbers within a three (3) meter offset from the existing wharf face, as shown on the drawings. A diving inspection report complete with underwater video is to be submitted to the Departmental Representative confirming all materials have been removed;
- Asphalt removal and disposal, as shown on the drawings;
- Excavation of a portion of the uplands to construct new top of slope and armour stone limits, as shown on the drawings;
- Clean-up and removal of existing armour stone protection and debris in any areas that will interfere with new work, as shown on the drawings;
- Supply and installation of new rock fill (if required), granulars, filter stone, armour stone, stone barricades, geotextile, to reinstate the uplands, as shown on the drawings. Contractor to scarify and re-shape existing sub-grade prior to placement of new granulars.

FAMILIARIZATION WITH SITE:
Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.
Contractors, bidders, or those they invite to site are to review specification Section 01 35 28 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.

Completion Date: January 15, 2016
SECURITY REQUIREMENTS:
None.
MANDATORY REQUIREMENTS:
- The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.
Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.
QUESTION AND ANSWER PERIOD:
Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Wednesday, November 9, 2016, 2:00 PM (EST) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
