    Description
    1. Definition of the requirement
       

    The National Research Council of Canada requires the services of an organization specialized in optics, photonics and lasers. The requirement is to develop test and optimize a compact, short-range anemometric LIDAR that will be integrated into a comprehensive experimental infrastructure designed and fabricated by NRC. The LIDAR will be used to measure the instantaneous velocity vector of aerosol particles entrained by the ambient wind. The LIDAR shall measure particle velocity within a volume of 1 meter cubed located within 15 meters from the instrument. The expected precision on the magnitude and direction of the velocity vector is + 0.3 m/s and +1 degree, respectively. The subcontractor for the Free Stream Anemometer (FSA) optical system has been the Institut National d’Optique (INO). The Prototype-2 will now be upgraded and optimized to fulfill the overall project objectives to provide the Prototype-3.

    1. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    • Enterprise is specialized in optics, photonics and lasers
    • Enterprise has a substantial portfolio of patents in the fields of optics, photonics, lasers, LiDar and remote sensing aerosols.
    • Enterprise has a team of researchers/engineers specialized in LiDAR technology development
    • Enterprise offers integrated service: in-house development and design, fabrication, testing and validation of LiDAR systems. This includes design of circuits and modules, software, prototyping, pre-production and production of short circuits.
    • Expertise in modelling LiDar propagation through the aerosol-containing atmosphere
    • Expertise in remote-sensing and particle-sizing of aerosols with LiDAR.
    • Expertise in LiDar signal processing with FPGA (Field-Programmable Gate Array)
    • Documented experience of LiDAR development for remote sensing of aerosols
    • Documented experience of LiDAR development for wind measurement applications.
    1. Justification for the Pre-Identified Supplier
    • Where an entity procures a prototype or a first good or service that is developed at its request in the course of and for a particular contract for research, experiment, study or original development.
    • It is not feasible, nor affordable to compete the requirement as the sole source is predicated on interchangeability of parts, components, methods, protocols, identical Operating Systems platforms and instrument vendor software IP.
