Defence Construction Canada – Request for Abbreviated Proposals for Consulting Services:
VR126097, Retrofit of Waste Water Treatment Plant, Valcartier Garrison (Québec)
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to provide the following professional services:
- Engager et coordonner les sous-experts-conseils et spécialistes techniques requis pour le projet;
- Recueillir l’information et faire les relevés, effectuer les vérifications et l’analyse de tous documents pertinents, notamment ceux fournis par le MDN;
- Effectuer une étude complète incluant l’état actuel des installations et analyse des options;
- Inclure comme intrant à la valorisation des boues résiduelles la gestion des résidus alimentaires provenant de la cuisine VC-505, du marché Métro Canex, du Camp Vimy, des 2 cuisines des Mess (bâtiments VC-510 et VC-511), du camp des cadets et des autres cuisines PSP.
- Rencontrer les opérateurs de l’usine actuelle afin d’analyser leurs besoins et proposer différentes options envisageables (diagnostic, propositions, estimations, évaluations). L’Expert-conseil devra planifier 4 rencontres de 4 heures avec les utilisateurs.
- Développer trois options adéquates et réalisables et détaillées en prenant soin de document chacune d’elles, de définir les travaux de démolition et de construction requis ainsi que les estimations budgétaires s’y rattachant
Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.
This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
The Security Requirements for this project are identified in the Tender Documents.
The estimated construction cost of this project is in the order of magnitude of $3,382,500.
A site meeting has been arranged for the following date, time and location. It is highly recommended that proponents attend this visit.
