Background

EC requires additional warehousing space to manage and store all the material generated before and following an Electoral Event. The warehousing and distribution services include the provision of suitable, accessible, dry and secure space for storage of material, the material-handling equipment and warehousing aids necessary for efficient and safe handling of EC-owned material, distribution, transportation, management and additional services as detailed herein. This requirement does not include records storage or printing services.

Requirement

EC requires warehousing and distribution services within the National Capital Region on an “as and when requested” basis.

The Contractor must take into account the fluctuating nature of EC’s warehousing and distribution needs and the Peak Period of activity that occurs during each Electoral Event.

Period of the Contract

The Contract will be from date of award to March 31, 2018, with the option to extend with three (3) additional periods of up to twelve (12) months under the same terms and conditions.

This procurement process is subject to the Agreement on Internal Trade (AIT).

1. For sending packages by courier or for dropping off, please note that the Business Centre hours are Mondays to Fridays from 8:00 a.m. to 4:00 p.m. (Gatineau time).
2. Bids received after the stipulated closing date and time will not be accepted and will be returned unopened to the bidder.
3. If a late bid must be opened to determine the name and/or address of the bidder or the nature of the enclosure, a covering letter will be sent to explain the necessity of opening the bid.
4. Faxed or bids sent via electronic mail will not be accepted.
5. All enquiries and other communication with Elections Canada officials are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the bidder’s primary contact. All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to Proposition-Proposal@elections.ca no later than 5 calendar days before the RFP closing date. Enquiries received after that time may not be answered.
